    The Program Cost Analyst (SME) supports the IPPS-A PMO by performing cost estimating and analysis of acquisitions and programs for IPPS-A PMO to understand the costs and resource impacts of their decisions.


    • Assists in the development of program and budget materials;
    • Develops Program Life Cycle Cost Estimates for Department of Defense (DoD) initiatives and acquisition programs;
    • Develops cost models and estimating relationships;
    • Assists in the conduct of cost-benefit and business case analyses;
    • Works as part of a multi-disciplinary team;
    • Manages, documents, represents, and defends all formal costing activities;
    • Develops independent government cost estimates (IGCEs) for upcoming contract awards;
    • Develops / Performs economic analyses for milestone decisions and return on investment (ROI) evaluations for multiple Analysis of Alternative (AoA) studies;
    • Annually supports all aspects of Program Objective Memorandum (POM) submissions;
    • Establishes and continues to maintain strong professional working relationships with multiple oversight and evaluation offices within the Army and DoD, to include DASA-CE, ASA (ALT), G-3/5/7, G-4, G-8, CAPE, DCARC, DASC, and DCM

    Minimum Qualifications:

    • Master's degree or Bachelor's Degree and equivalent experience
    • 10+ years' relevant experience
    • Experience developing Program Office Estimates (POEs) using Army Costing databases and tools (e.g., such as Automated Cost Estimate and Interactive Tool (ACEIT), System Evaluation and Estimation of Resources (SEER), Parametric Review of Information for Costing and Evaluation (PRICE), and Software Lifecycle Model (SLIM)) required.
    • Level II DOD Financial Management Certification desired.
    • Fiscal Law certification preferred.
    • Excellent communication skills, both verbal and written, excellent organizational skills, the ability to establish and maintain working relationships with internal and external stakeholders, must have the ability to work independently and take a proactive role.
    • Proficient in the use of Microsoft Office O365, Teams and Outlook, Word, Excel, and Power Point.
    • Must possess and maintain a Secret Security Clearance
