    The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center in Florida.

    These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.


    The Command & Control Team is responsible for designing, building, and testing the software, hardware, and networking systems that will be used to launch the next generation rocket (Space Launch System) for NASA.

    As part of the COMET Chief Engineer team the Associate Chief Engineer for Software will be responsible for setting the direction, leading the team, and making success a reality.


    This position is responsible for technical and risk oversight of the content of the Command & Control (C&C) system, Kennedy Ground Control System (KGCS) Infrastructure, Communications Subsystems, Operational Television, and Application Software developed within the Command & Control Systems Directorate.

    The Associate Chief Engineer is responsible for reviewing and establishing the technical baselines of system designs to enable the organization to deliver all the systems supported by the Integrated Project Teams (IPTs).

    As the Associate Chief Engineer in software, the candidate will establish top-level processes and design guidance to ensure safe and efficient deliveries of software, networking, and hardware capabilities consistent with the Program requirement and organizational budget and schedule.

    Responsibilities

    Responsibilities include, but are not limited to:

    • Provide overall technical oversight in software development for both the launch operating system, user applications, and development operations areas.
    • Review and approve technical management processes, as they pertain to software, to ensure that they are consistent with NASA program requirements.
    • Provide technical leadership to project managers supporting the Command & Control IPTs.
    • Provide guidance to Command & Control software/hardware systems engineering on requirements approval as well as variance/waivers creation.
    • Endorse software system risk management plans and resolve items requiring elevation.
    • Review and approve individual non-conforming items when risk elevation is required.
    • Maintain close coordination with NASA Software Chief Engineer to ensure a consistent approach is maintained during development and deployment of software systems.
    • Provide guidance on acceptance of software process deviations.
    • Communicate and monitor COMET technical policies and procedure execution.
    • Communicates and administers quality, safety, and housekeeping standards.
    • Resolve multi-department/discipline technical conflicts.
    • Perform other duties as assigned.

    Here's what you'll need:


    Bachelor of Science (BS) degree in engineering or technical equivalent from an accredited institution, and at least ten (10) years of experience and/or an advanced degree.

    Must possess experience in a progressively challenging technical leadership position, including successfully leading projects and/or teams.

    Job Requirements

    • Strong understanding of operational needs as they pertain to utilization of the Command & Control system.
    • Extensive experience in software development processes and standards is required.
    • Fully knowledgeable in risk management definition, analysis, acceptance, and reduction strategies.
    • Solid background and understanding of Software project management methods is required.
    • Experience with software design concepts is required.
    • Familiarity with networking and communications hardware and design concepts.
    • Experience in the agile development process is required.
    • Experience leading and implementing Continuous Improvement Initiatives.
    • Demonstrate leadership skills as evidenced by prior managerial, supervisory, or other leadership experience is required.
    • Must be able to excel in a fast pace and evolving project environment.
    • Experience interfacing with the NASA customers and Senior Management is required.
    • Demonstrate written and verbal presentation skills for delivery of technical subject matter to internal and external customers as well as management team.
    • A successful Associate Chief Engineer in software systems will be able to:
    § Provide alternative solutions to challenges that are creative, well thought out and can be effectively implemented.

    § Lead a diverse group of individuals.

    § Confidently provide risk management direction.

    § Efficiently and thoroughly explain technical issues and potential solutions and risks.

    § Proactive in problem identification and resolution.

    • If offered a position, proof of U.S. Citizenship or Legal Permanent Resident/Green Card holder of the United States is required.
    • Must have the ability to obtain and maintain a security clearance, if necessary.
    Physical Requirements

    • Will be required to climb stairs to access equipment for trouble shooting.
    • Will be required to wear hearing protection, eye protection, and other associated personal protective equipment.
    • Position may involve extended periods of sitting or standing.
    • Physical requirements are sitting, walking, standing, extensive use of stairs, and access to remote structures.
    • Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
    Work Environment

    • Will be required to work inside and outside throughout the test complex.
    • Position may require individual to travel daily to different areas on site.
    • Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand, is required to access various locations on the facility.
    • Climbing ladders and platforms may be necessary.
    • All work must be completed in a safe manner in accordance with NASA and company safety standards.
    Equipment and Machines

    • Computers and printers used for producing reports and schedules.
    • Variety of equipment used in research.
    Attendance

    • Full-time work hours between Monday and Friday.
    • Position may require occasional overtime, including weekend work, depending on task.
    • Must be dependable and punctual.
    • Shift work may be required.
    Other Essential Functions

    • Must be able to accurately communicate ideas in writing and verbal communication.
    • Must be able to travel to support position requirements. This may include travel to and from customer location, which may involve airline travel. In some cases, accommodations can be made for POV, if necessary.
    • Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
    • Must comply with all "drug free workplace" requirements as mandated by directives issued by the appropriate federal contracting officer and the company, which requires drug testing for use of illegal drugs by employees in sensitive positions.
    • Government security clearance may be required in the future.
    • Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
