DEFINITION
Under the supervision and direction of the Chief Schools Officer, the Senior Coordinator is primarily responsible for coordinating school improvement processes related to the development, maintenance, and monitoring of Continuous School Improvement Plans (CSIP), School Improvement Grants (SIG), and other responsibilities and duties related to supporting schools. The work involves collaborating with the Executive Directors of Elementary and Secondary Schools, with Curriculum and Instruction staff, and with principals to improve student achievement .
This administrative work involves providing central support services to building-level administrators and teacher-leaders. In addition, the work involves communicating district goals, policies, procedures, regulations and programs to various stakeholder groups and serving as primary contact with the Office of School Quality at the Virginia Department of Education.
SUPERVISION
Duties are performed under the general direction of the Chief Schools Officer. Work is reviewed primarily for compatibility and compliance with Norfolk Public Schools and the Virginia Department of Education's goals, objectives, processes, requirements, policies, and regulations.
DISTINGUISHING CHARACTERISTICS
This is a single position class with responsibility for coordinating school improvement tasks, activities, and processes for School Leadership Development under the direction of the Chief Schools Officer as related to assisting with the development, monitoring, and maintenance of school improvement plans, grants, and performance management processes. Other related duties include, but are not limited to, assisting with budgeting and other classroom-based school improvement instructional activities, as well as functions related to accountability.
ESSENTIAL FUNCTIONS OF THE CLASS (may not include all duties performed by each position in the class)
Supports comprehensive school improvement efforts for schools under the direction of the Chief Schools Officer by providing assistance to principals with planning and budgeting for Title I and non-Title I schools that did not meet federal and/or state accountability benchmarks.
Supports building and district administrators with the continuous Comprehensive Needs Assessment (CNA) process to develop comprehensive Continuous School Improvement Plans (CSIP).
Coordinates efforts of division and school staff with facilitating timely preparation, completion, approval, and submission of required reports.
Assists the Chief Schools Officer and Executive Directors with monitoring the fidelity of implementation of the interventions identified by individual schools to address the needs of students.
Serves as a primary contact with the Virginia Department of Education, as it relates to the implementation of School Improvement Grant funds.
Assists the Chief Schools Officer with providing necessary budget information, as requested by the Superintendent of Schools and the Virginia Department of Education.
Coordinates and manages the school division's responsibilities related to the School Improvement Grant applications and funds expenditures.
Organizes, manages, monitors, and reports monthly financial status of School Improvement Grant for each school receiving SIG funds.
Assists the Chief Schools Officer and Executive Directors with providing schools with the resources and supports needed to increase student academic achievement.
Works collaboratively with the NPS Office of Budget and Grants Management.
Supports efforts to ensure that key resources (people, time, materials, and funds) are aligned with the division's strategic plan.
Attends monthly data meetings and walkthroughs to support school teams in fidelity of implementation and monitoring of the CSIP plans.
Assists school leaders with conducting/updating the Comprehensive Needs Assessment each year.
Assists school administrators in using data to evaluate the impact of the instructional programs.
Assesses and makes recommendations for the improvement of the quality of instruction, instructional practices, and systems at schools.
Attends and participates in VDOE technical assistance meetings with principals and Executive Directors, as directed by the Chief Schools Officer.
Collaborates with division personnel in the Department of Curriculum and Instruction to formulate and implement professional learning that supports school improvement.
Collaborates with external VDOE contractor(s), as directed by the Chief Schools Officer.
Stays informed of current school improvement trends and practices in the field of education and disseminates information to schools under the direction of the Chief Schools Officer.
Prepares reports for the School Board, as requested by the Chief Schools Officer.
Under the direction of the Chief Schools Officer, provides support to principals and school leadership teams.
Performs related duties as assigned by the Chief Schools Officer.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the school district's organization, departmental responsibilities, mission, and goals.
Thorough knowledge of best practices in school improvement.
Ability to communicate effectively both orally and in writing.
Ability to secure and retain harmonious working relationships with various stakeholder groups (internal and external).
Ability to assist with the coordination and management of various projects on an ongoing basis.
Ability to exercise sound judgment and to conduct oneself in a professional manner while engaging in the work of the school district.
Ability to provide support to principals, as directed by the Chief Schools Officer.
MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
Master's degree in school administration and experience in teaching and administration, preferably in a school turnaround context. Experience as a principal preferred.
LICENSE/CERTIFICATION
Postgraduate Professional License with endorsements in an area of teaching and PreK-12 Administration and Supervision.
PHYSICAL ATTRIBUTES
Work involves extensive district-wide travel on a daily basis from the central administration building to school sites and other community locations; travel outside of the school district is also required.
HAZARDS
Work involves exposure to normal, everyday risks in an office environment.
UNUSUAL DEMANDS
Work is performed in an office and at school sites and is subject to continuing stress and constant deadlines and frequent interruptions.
