Description and Essential Functions

Perform technical building, engineering and planning work; assist the general public by responding to customer visits, phone calls and inquires regarding building permits, construction permits, plan checking fees, filing procedures, and permit status; input pertinent permit information into automated tracking system; and support other plan checking, administrative and front counter related tasks.

This is the entry-level class within the Development Services Technician series. The Development Services Technician I is distinguished from the journey-level Development Services Technician II by the performance of less than the full range of duties assigned to the higher-level position. Incumbent works under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Advancement to the higher-level class is not automatic.

Essential Functions: Functions may include, but are not limited to, the following:

• Enter permit data into the automated database;
• Research, compile and prepare various limited reports and presentation graphics;
• Assist the general public at the front counter or by phone regarding building, engineering, or planning permit requirements, plan check fees, plan check filing procedures and processing, and permit status;
• Research information for public; accept permit applications and collect permit fees;
• Review and evaluate plans for completeness and for conformance with ordinances and department's standards, policies and guidelines;
• Review plans for conditions of prior approval;
• Route plans to other city departments for review;
• Approve minor permits; research and respond to public inquires;
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service;
• Perform related duties as assigned.

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Two years of responsible administrative support or one year of land development experience AND training equivalent to the completion of the twelfth grade supplemented by successful completion of college level courses in planning, engineering, urban studies, construction technology or a related field.

Knowledge, Skills, and Abilities

Knowledge of: basic knowledge of land development projects; basic principles and practices of plan checking; basic policies and procedures for fees assessment; principles and practices of customer service; English usage, spelling, grammar, and punctuation; modern office methods, procedures, computer equipment, and computer software applicable to assignment.

Ability to: read and interpret documents and plans; learn applicable laws, codes, ordinances and regulations; operate standard office equipment; use initiative and sound independent judgment within established guidelines; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working Conditions

On an intermittent basis, sit at desk and/or stand at a front counter for long periods of time; intermittently walk, stand, bend, squat, twist and reach while retrieving and/or returning files; perform simple grasping and fine manipulation; use telephone and use a keyboard to communicate through written means, review information and enter/retrieve data; see and read characters on computer screen; may lift and/or carry blue prints and plans weighing up to 50 lbs. Work is performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. Some movement is required from office to office and there is exposure to the external environment when going to outlying offices or meetings. Work is frequently disrupted by the need to respond to in-person and telephone inquires.
