    Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.
    Job Summary:
    Provides a wide variety of advance-level clerical and technical support to the Assessor's office by assisting and participating in completion of tax roll actions, assisting the public with assessment information, processing various tax exemption programs, preparing and participating in BOPTA procedures, computing personal property values, and provides leadership and training to clerical and technical staff as needed.
    Essential Functions:
    This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
    • Assist the public in person, on the phone and by letter to explain reported assessment information, laws and procedures;
    • Analyze, monitor and oversee the processing of assigned programs for changes and/or tax exemption platforms, including but not limited to, Veteran exemption, property tax exemptions, senior deferrals, suppressed owners, etc.
    • Prepare, monitor and oversee the Assessor's process of the Board of Property Tax Appeals.
    • Coordinate, process and/or oversee assigned front office functions, which may include but are not limited to, inventory and ordering of supplies, customer service and reservations, revenue deposits, incoming/outgoing mail, and updates to manuals, books and records.
    • Prepare and process all document scanning.
    • Compute values based on reported business personal property, conduct field audits and research to properly compute values and depreciate personal property as required using guidelines and calculation tables established by Oregon Department of Revenue and the Assessor Department; enter data into one or more software/data base systems in the Assessor's electronic/computer system.
    • Keep current on relevant legislative updates, administrative rule changes or procedural changes, including technology developments, through staff meetings, in-house training, related literature, and/or approved continuing education classes and seminars; coordinate any training needed with staff.
    • Assist in setting up and maintaining Manufactured Home accounts, providing communications with the State to confirm data, and applying appropriate fees.
    • On an as needed basis, assist the residential, commercial and/or industrial appraisers with completion of tax roll corrections, certification and/or processing liens.
    POSITION REQUIREMENTS
    SKILLS/QUALIFICATIONS:

    Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. However, the following is preferred:
    • Associates degree (with successful completion of business and mathematics courses) plus at least two years working experience in an Assessor's Office valuing personal property.
    • Four years relevant working experience in an Assessor's office valuing personal property that also included supervisory responsibilities.
    Desirable qualifications: Computer mapping skills
    Knowledge of: Extensive knowledge of property valuation techniques and procedures, relevant Oregon Revised Statutes, Administrative Rules, Oregon Department of Revenue guidelines, laws, regulations and ordinances relating to property valuations, including depreciation and necessity for compliance; considerable knowledge of mathematical practices and principles, including statistical analysis and record keeping practices; considerable knowledge of legal property descriptions, deeds or other real property ownership documents. Skill in: Performing mathematical computations; operating computers and software applications, as well as various office equipment and devices; writing clear and concise letters, reports, manuals and statistical data; and communicating in a professional manner. Ability to: communicate effectively in both oral and written form; read and comprehend associated documents and records; make decisions independently in accordance with established policies and procedures using initiative and sound judgment in completing tasks and responsibilities; utilize problem solving techniques; establish and maintain records and reports; lead support staff; work independently and meet established deadlines; articulate the information and defense of values, courteously meet and deal effectively with other employees, property owners, boards, courts, representatives, vendors and the general public.
    Required:
    • At time of appointment, must possess valid Oregon drivers license.

    Position requires a considerable amount of driving. Finalist will be required to provide a court print driving record that meets the, as part of contingent offer of employment.
    SCREENING & EVALUATION
    PHYSICAL EXAMINATION: Offer of employment is contingent upon final candidate's successful completion of a pre-employment chemical detection screen; conducted at the County's expense.
    Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history backgroundas part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.
    Work is performed in the office and in the field and may require bending, climbing, hearing voice conversations, keyboarding, lifting up to 30 pounds, reaching and walking. A reasonable amount of driving may be required. Finalist will be asked to provide a driving history that meets the as part of contingent offer of employment. Failure to provide a driving record that meets the Policy will not necessarily exclude an applicant from employment.
