    Job Summary

    This manager's primary role is to provide leadership and management to DHS staff that support the data and business architectural disciplines in collaboration with the Chief Enterprise Architecture Office. This position will work with leadership across the Department of Human Services (DHS), MNIT, internal/external stakeholders, and subject matter experts to build and mature the organization's enterprise strategy to engage, align, and prepare business areas for the evolution of foundational architecture concepts, practices, and policies. In collaboration with the Chief Enterprise Architecture Office, this position will oversee the business side of enterprise business and data architecture that will guide the enterprise toward a more modern integrated service delivery system.

    This position will also provide leadership and strategic direction to the DHS enterprise to address and facilitate the resolution of issues and manage/lead program and system initiatives across DHS, Minnesota Information Technology (MN.IT) Services, and associated external partners to align teams and solutions with the enterprise vision, strategy, priorities, and outcomes that support and promote becoming a product organization. This role will also help to manage processes for multiple contracts, grants and legislative agreements for acquisition and approval of service delivery transformation efforts and other administrative functions for the department's Business Solutions Office.

    Additional responsibilities include, but may not be limited to:
    • Cultivating a growth product mindset and culture by working with product leadership and managers to identify areas for alignment with vision, roadmaps, and features that enhance the user experience and maximizes internal and external value to stakeholders.
    • Managing relationships and resolve conflicts across teams and mitigate differences between non-product and product work.
    • Providing leadership and coordination with service delivery transformation that promotes simplification, continuous improvement, and places the voice of the customer at the center of work.
    Qualifications

    Minimum Qualifications

    Demonstrated leadership experience*

    *Leadership experience can include:
    • Experience as a supervisor, lead worker, team lead, project lead;
    • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
    • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
      • 1+ year of experience identifying issues, goals and strategic actions
      • 100+ hours per year time commitment
    AND

    Five (5) years of specialized professional experience in service delivery transformation efforts or related role performing the following duties:
    • Experience with leading and implementing person-centered business and IT solutioning in order to achieve integrated services for its customers.
    • Advanced experience in human services operations and federal architectural frameworks.
    • Program/project management or relationship management experience to efficiently manage interagency/cross agency programs/systems, policies, and processes to meet business needs and produce high visibility/high impact deliverables.
    • Navigate and interact with key stakeholders, decision-makers, and subject matter experts representing different disciplines that need to be involved in planning, decision-making, problem-solving, and implementation for new and operational transformations.
    • Strong leadership and problem-solving that enable the resolution of conflicts so positive outcomes are achieved.
    Preferred Qualifications
    • Strong human relations and communication skills; ability to communicate clearly and professionally both verbally and in writing with executive leadership, staff, and internal/external partners; ability to respond openly to requests and concerns.
    • Extensive understanding of the legal and compliance issues related to Minnesota's human services landscape and delivery systems.
    • Understanding of the administrative and operational processes and structures of DHS.
    • Variety of experiences working effectively with others from different backgrounds and cultures.
