    This Procurement and Supply Specialist 4 is a senior-level supervisory Procurement and Supply Specialist who works independently to perform multifaceted purchasing functions. The incumbent is responsible for procuring services, supplies, materials, parts, and equipment for the District per state/federal laws and regulations. The incumbent also teaches and communicates purchasing policies to members of the District and determines the appropriate course of action/procurement methodology, including competitive bids, sole source acquisitions, and requests for proposals or direct negotiations. This position reports to the Procure to Pay Manager and requires regular and consistent attendance.

    Essential Functions

    The Procurement & Supply Specialist 4 will be responsible for the following, but not limited to:

    Purchasing General:

  • Determine the appropriate course of action/procurement methodology, including competitive bids, sole source acquisitions, requests for proposals, or direct negotiations.
  • Originate and chair committees and evaluate input relative to specification development and contract award.
  • Originate and finalize competitive solicitation documents, incorporating necessary steps to finalize contracts for long-term agreements and one-time purchases.
  • Direct the selection of interested and qualified vendors for bid distribution. Analyze and evaluate returned bids or proposals and determine compliance with contract requirements, including technical specifications, life cycle costing, the Environmental Protection Agency's recycled content guidelines, instate reciprocity, minority and women business enterprise participation, and price.
  • Promote Minority and Women Business Enterprise outreach programs.
  • Reject bids not meeting bid requirements—direct corrective action as required, including negotiations to correct performance or price adjustments.
  • Work with Fiscal Services to determine the applicability of Unrelated Business Tax (UBIT).
  • Oversee the District Procurement Card program; prepare and conduct individual and group training sessions; develop and maintain purchasing procedures and instructions/forms; and communicate changes to the district.
  • Provide budget reconciliation and oversight for purchasing and food services budgets, including commission payments.
  • Leadership and Supervision:

  • Provide management guidance to staff regarding long-term fiscal cyclic requirements; determine deadlines and plan staffing requirements for special purchasing projects; initiate and develop purchasing reports to promote effective purchasing practices.
  • Interview and hire applicants, train new employees, assign and schedule work, act upon leave requests, conduct annual performance evaluations, and recommend necessary disciplinary actions.
  • Prepare and conduct individual and group training sessions; provide opportunities for personal skill development and knowledge through training, coaching, and timely and meaningful assessment.
  • Focus employees' attention on their contributions to achieving the Pierce College District's vision, mission, and values.
  • Reporting:
  • Prepare complex reports for internal and external parties, including Pierce College Department Staff, Pierce College Leadership, vendors, the State Auditor's Office, the Office of Financial Management, and the State Board for Community and Technical Colleges.
  • Teamwork:
  • Participate in and serve as backup for other Fiscal Services department activities, including mailing refunds, Accounts Payable, Payroll, and Financial Aid checks.
  • Assist in preparing records annually for archival.
  • Complete special projects as assigned by the Procure to Pay Manager, the Director of Fiscal Services, or the Associate Vice President of Fiscal Services.
  • Serve as required or as necessary on various committees throughout the District and State. This may include the Purchasing Affairs Council (PAC).
  • Qualifications

    Education Required

  • Some college-level coursework includes 15 quarter or 10 semester hours in accounting from an accredited college or university.
  • Experience Required

  • Experience in procurement with asset management, analyzing and finalizing bids, vendor relations, and purchase order creation and tracking.
  • Three years of full-time experience as a purchasing or supply professional.
  • Experience in financial data entry.
  • Proficient computer skills: MS Excel, MS Word, Data Entry.

    after a conditional offer of employment.
  • In accordance with RCW , the Procurement and Supply Specialist must complete the required State of Washington contracts and procurement training within the first 3 months.
  • Required Competencies

    Job Knowledge:
  • Understanding of Generally Accepted Accounting Principles (GMP), Family Education Rights and Privacy Act (FERPA), Department of Education (DOE), and any applicable Office of Financial Management (OFM), State Board for Community and Technical College (SBCTC} or Washington State laws as outlined in the Revised Code of Washington (RCW). Utilization of the previously referenced items is outlined in the State Administrative & Accounting Manual (SAAM) or the SBCTC Fiscal Affairs Manual (FAM). Additionally, knowledge and understanding of Governmental Accounting Standards Board (GASS) fund accounting practices is preferred.
  • Ability to work with a complex fund structure, detailed budgets, and extensive chart of accounts. Aptitude for developing and modifying computerized and manual transactions, as well as monitoring and reporting tools to monitor and review input and output of financial data and create fiscal queries and reports. Aptitude to interpret and explain applicable state and federal procurement regulations.

    Terms of Employment:

    This is a full-time (40 hours per week) classified, overtime-eligible position with Pierce College District.This position is permanent after serving a 6-month probationary period. The primary work location will be at Pierce College Fort Steilacoom campus. Occasional travel to Pierce College campuses or sites may occur. Work hours are between 8:00 a.m. and 5:00 p.m. Monday through Friday, with occasional evenings and occasional travel as required. This position may be allowed up to two (2) days per week telework once the position has been established.

    Salary & Benefits:

    The starting salary of this position is$5,341.00 dependent upon qualifications, with periodic increments up to $6,510.00 monthly. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. A comprehensive health care benefits package for you and your dependents includes medical, dental, and vision insurance. Life and long-term disability insurance plans; vacation, sick, and personal leave; reduced tuition; and retirement benefits are also provided.
