In this role, you will elevate the overall operational health of a significant program portfolio, serving as a strategic partner to discipline leads. You are responsible for defining and implementing standards of Program Management excellence, mentoring mid-level managers, and driving scalable operational efficiency that directly contributes to the agency's quality of output and client experience.

• Define and audit best practices for crafting and managing integrated program plans across a portfolio of work, ensuring consistency and seamless execution at scale.
• Serve as the operational architect, refining and formalizing agency-wide structure, roles, and cross-functional collaboration models for maximum clarity and efficiency.
• Proactively lead strategic discussions to evaluate portfolio performance, anticipating and solving complex resource and alignment challenges against evolving agency goals.
• Own the mitigation strategy for high-level risks across the portfolio, preemptively identifying threats to delivery excellence and relentlessly removing systemic roadblocks.

• Own the development and mentorship of Program Managers and Senior Program Managers, educating them on advanced craft skills to help individuals reach their full potential.

What You Bring:

• 7-10+ years of Program Management experience in a high-paced agency, with a proven history of managing large-scale program portfolios and leading operational strategy.
• Demonstrated maturity, composure, and emotional resilience when navigating high-pressure situations, conflict, or scope challenges, consistently modeling a proactive, solution-oriented mindset for the team.
• Exceptional interpersonal skills and conflict resolution abilities, with a proven aptitude for reading team dynamics, building trust, and adapting communication style to foster a healthy, inclusive, and productive cross-functional environment.
• Expertise in financial tracking, utilization, and resource management across multiple teams.
• Demonstrated ability to manage and mentor a team of mid-level program/project managers.
• Exceptional presentation, negotiation, and strategic communication skills.
• Advanced experience with relevant industry certifications and tools.
