    Summary

    As a part of the VHA National Electronic Health Record Modernization (EHRM) Supplemental Staffing Unit (NESSU) Team, the Primary Care Section Chief will contribute significantly to the completion of projects and utilization of resources to support the Mission and goals of NESSU. This individual is responsible for providing Primary Care specific direction, coordination, and consultation to NESSU, VISNs, and VISN facilities, ensuring that NESSU services are completed at the highest standard.

    Duties

    Major duties %) of this position include, but are not limited to:

    1. Provides leadership, management, and oversight of providers and/or programs that support NESSU Primary Care delivery of care, including virtual and on-the-ground primary care providers.
    2. Collaborates in the development and maintenance of written policies and procedures defining operational requirements of the NESSU Primary Care program.
    3. Functions as the NESSU Primary Care subject matter expert for NESSU Primary Care deployments and enforces Primary Care and NESSU policies and procedures.
    4. Leads recruitment and selection and all new NESSU Primary Care staff.
    5. Assures that the necessary aspects of orientation are covered at the service level for all NESSU Primary Care staff, including safety training, information security, CPRS training, Federal EHR training, PACT, and virtual care training.
    6. Collaborates with Leadership and Section Chiefs of medical facilities served to identify mitigation goals, initial and any subsequent revisions to priorities, and effective communication methods to ensure success from start to end of services.
    7. Ensures the NESSU Primary Care program is compliant with all regularity and accrediting body requirements (e.g., TJC, DEA, FDA, VHA, etc.).
    8. Analyzes and allocates available resources and identifies risk areas which include budget, staffing, equipment, and data collection.
    Clinical duties %) of this position include, but are not limited to:
    1. Provides comprehensive care for Veterans or serves walk-ins or call-ins.
    2. Performs initial histories and physical examinations on outpatients using Clinical Video Telehealth technology or VA Video Connect.
    3. Provides ongoing outpatient care for assigned patients.
    4. Screens outpatients to determine the need for further care.
    5. Prescribes medications within defined scope of practice.
    6. Orders diagnostic studies, such as laboratory tests, x-rays, and electrocardiograms.
    7. Reviews the need for and orders health promotion and disease prevention measures.
    8. Initiates and responds to expedited requests for consultations, special tests, and studies.
    9. Provides education and counseling for patients and families in preventative care, medical conditions, and use of prescribed treatments and medications.
    10. As appropriate, participates in interprofessional focused or ongoing patient chart reviews, team meetings, team huddles, and shared medical appointments.
