The position (K
The Kansas Department of Health and Environment has an Environmental Compliance/Regulatory Specialist opening in Hays. This position performs inspections and evaluations of Class I, Class II, MACT, and B sources as assigned in annual Work Plan to determine compliance with federal and state regulations. Conducts inspections of Open Burn sites and analyzes/issues Open Burn site authorizations when appropriate. Provide Method 9 (opacity) oversight and occasionally samples, monitors, and conducts air tests (RATAs). Compiles and analyzes inspection findings and monitoring records to interpret and document compliance status. Inspection report documentation is conducted in accord with established work plan protocols and contains detailed narratives, photographic evidence, analytical results, and related information verifying compliance determinations. Follows up compliance issues by tracking and monitoring status of corrective actions implemented and determines when to refer to the District Environmental Administrator (DEA) for issuance of Letters of Warning. As required, serves as a witness in administrative hearings or enforcement proceedings.
Job Responsibilities may include but are not limited to the following:
Performs inspections and evaluation of permitted solid waste facilities to determine compliance with federal and state environmental statutes and regulations. Compile inspection and technical data to prepare reports and correspondence. Submit inspection reports through the supervisor within 30 calendar days of initial inspection. Provide facility with inspection results upon completion of inspection or in writing within 7 calendar days. Where appropriate, telephonic notification of inspection results may be used. Reviews corrective action plans and evaluates facility actions to return to compliance. Track compliance efforts by facilities and follow-up corrective actions within 10 calendar days of compliance deadlines. When facilities fail to come into compliance after deadline, refer to the District Environmental Administrator (DEA) for consideration. Completes BWM training requirements for solid waste.
Provides consultation and interpretation of technical data regarding air and solid waste regulations and air quality information. Compiles and interprets air quality information to the public and professional groups. Assist BOA and BWM in drafting and reviewing inspection protocols and guidance documents. Assists in development of new or revised documents.
