    Job Description: Reporting to the Assistant Vice President, Access, Equity, Diversity, and Inclusion, the Director of the Office of Equity and Civil Rights and Title IX Coordinator (Director) is responsible for overseeing compliance for all matters pertaining to civil rights compliance (e.g. Title IX, VAWA, Title VII, Title VI, the ADA, the Pregnant Workers Fairness Act (PWFA), and the Age Discrimination in Employment Act (ADEA)) and University policies related to sexual harassment, sexual misconduct, discrimination, harassment, and bias incidents.

    The Director frequently collaborates with Public Safety, Human Resources, Student Affairs, the Office of the General Counsel, and the Office for Sexual and Gender-Based Violence Prevention & Education (OSVPE), as well as other campus partners regarding the University's commitment to maintain a learning and working environment free from discrimination, harassment, sexual harassment, sexual misconduct, and retaliation.

    Responsibilities:

    Compliance, Policies, Federal and Local Laws

    Lead University efforts to ensure compliance with statutory and regulatory requirements related to anti-discrimination laws and the Clery Act.
    Ensure that the University's policies, procedures, and practices regarding sexual harassment and sexual misconduct comply with Title IX and other laws, and reflect current best practices.
    Coordinate and conduct the University's timely response to and investigation of complaints pursuant to anti-discrimination laws and policies, including sexual harassment and sexual misconduct, as well as forms of protected class harassment and discrimination.
    Serve as the University's institutional representative on Title IX and sexual misconduct related matters, including in communications with government officials.
    Communicate with local law enforcement as appropriate regarding reports of alleged sex discrimination, stalking and relationship violence, and coordinate with local victim advocacy organizations and service providers.
    Maintain records in accordance with the law and University policies.
    Provide accessible methods for students and employees to report alleged discrimination, harassment, sexual harassment, sexual misconduct, and retaliation including confidential and anonymous reporting options.
    Respond to complaints of alleged discrimination, harassment, sexual harassment, sexual misconduct, and retaliation, including meeting with complainants and respondents and arranging interim and supportive measures and remedies, as appropriate.
    Ensure that supportive and remedial measures are documented, including basis for conclusions that such measures are designed to preserve access to institutional programs and activities.
    Identify, assess, and address any patterns that arise during reviews of complaints of alleged discrimination, harassment, sexual harassment, and sexual misconduct.

    Professional Development and Qualifications

    Develop and maintain knowledge of laws, regulations, University policy, and other guidance related to discrimination and harassment based on protected categories, including obligations under Title IX, Title VI, Title VII, VAWA, ADA, PWFA and ADEA.
    Monitor all developments in civil rights law, including any new federal and/or state regulations, shifting administrative guidance, and important court decisions.
    Enhance professional qualifications through ongoing participation in conferences, seminars, and other professional development activities.

    Oversight, Supervision, and University Training

    Develop and coordinate the education and training of the campus community on anti-discrimination laws and policies, including Title IX, and ensure that the campus community is aware of how and when to report complaints related to these laws and policies.
    Provide oversight and direction for the University's formal investigation processes, and any related informal resolutions, and coordinate supportive measures for Complainants and Respondents throughout these processes.
    Delegate and oversee the hiring of and duties assigned to OECR's staff, including Civil Rights Investigators and any administrative staff or student employees.
    Coordinate the planning and delivery of training programs related to issues of non-discrimination in education and employment as well as the training of staff and faculty engaged as Judicial Board members for cases involving OECR policies.
    Train and supervise the work of the designated investigator(s), Deputy Title IX Coordinators, and other related staff.
    Review and provide necessary feedback on all documents related to OECR and Title IX, including related policies and procedures, resource documents for complainants and respondents, annual reports detailing trainings and disclosures through OECR, and investigative reports pertaining to University policies prohibiting sexual harassment, sexual misconduct, discrimination, harassment, and bias incidents.
    Identify and provide oversight to outside investigators who conduct investigations as needed on matters of discrimination, harassment and sexual misconduct involving students, staff and faculty, in coordination with Human Resources. Also identify and provide oversight to external adjudicators as well as internal and external advisors involved in the Formal Grievance Process.

    Coordinator/Collaboration with University Stakeholders

    Collaborate with the OSVPE coordinator on initiatives associated to the three year grant by the Office on Violence Against Women (OVW) from the U.S. Department of Justice aimed to improve services and trainings related to sexual assault, domestic violence, and stalking.
    Coordinate with OSVPE, Counseling, Student Affairs, and other relevant offices to provide continuity of care for all reporting parties, including those whose complaints do not proceed to formal investigation.
    Collaborate in the development, implementation, and coordination of campus-based strategic awareness and programming efforts aimed at the prevention of discrimination, harassment, sexual harassment, and sexual misconduct.
    Work in partnership with relevant offices on the development and delivery of campus climate surveys related to issues of discrimination, harassment, sexual harassment, and sexual misconduct.
    Advise and collaborate with the General Counsel, Deputy Title IX Coordinators, the Offices of Student Affairs, Human
    Resources, Athletics, and the Provost, and others as appropriate on the status of initiatives, compliance, pending matters, challenges, and resource needs.
    Coordinate reporting and assist Public Safety on Clery Act-related matters.
    Coordinate the scheduling of meetings, Judicial Board hearings, and other hearings related to discrimination, harassment, sexual harassment, and sexual misconduct.
    Qualifications:

    Three (3) to five (5) years of recent progressively responsible experience in managing and leading compliance in Title IX, harassment, discrimination, sexual harassment, and sexual misconduct programs.
    Experience in higher education.
    Master's degree or equivalent.
    Comprehensive knowledge of, and experience working with, all relevant civil rights laws.
    Experience conducting and overseeing investigations concerning reports of harassment, discrimination, sexual harassment, and sexual misconduct.
    Experience with issues related to gender-based violence, including sexual misconduct, relationship violence, and stalking.
    Experience conducting and overseeing educational programs regarding harassment, discrimination, sexual harassment, and sexual misconduct.
    Experience with trauma-informed interview techniques.
    Ability to address sensitive and stressful situations in a professional and confidential manner.
    Ability to communicate effectively on sensitive issues with individuals of diverse backgrounds.
    Strong writing and editing skills, with keen attention to detail.
    Experience with, and a commitment to, serving a diverse campus community.
    Ability to manage multiple and competing priorities simultaneously.
    Proficiency with computer applications (including the Google & Microsoft suite of products) and electronic case management systems.
    Desired Qualifications
