    Description

    The Georgia Emergency Management and Homeland Security Agency (GEMA/HS) is the lead state agency for coordination of emergency and disaster response activities. GEMA/HS is administratively attached to the Office of Planning and Budget and is headquartered in the United Avenue State Complex.

    As a part of the Office of the Governor, GEMA/HS works with local, state and federal governments, in partnership with the private sector and faith-based community, to protect life and property against man-made and natural emergencies.

    Overview of Job:

    GEMA/HS is seeking a level 1 Financial Grants Specialist for its Finance Division. Under general supervision, this position will administer ongoing grant programs and related funds. Audits expenditures of grant funds to ensure that funds are spent according to stipulations and within specific timeframes. Compiles and prepares reports for internal and external partners. Maintain and revise grant and contract files, databases, ledgers and records. Maintains financial accountability and compliance of grant programs through comprehensive audits, financial records, review of expenditures, and documented program outcomes. Monitors compliance with grants stipulations and program progress through on-site evaluations and reviews documentation. Prepares documentation/reports according to required format of grantors. Processes claims, payments or provider reimbursements. Provides information concerning outstanding payments against program and resolves/explains any issues that may occur.

    Knowledge, Skills, & Abilities:

    ·Managing and administering federal, state, and other grant funds on behalf of GEMA/HS involving multiple state, local, and private non-profit entities

    ·Reviewing sub-grant payment requests and applicable supporting documentation for compliance with grant guidance

    ·Utilization of People Soft financial and procurement modules for performing daily accounts payable and obligation functions for all transactions where funds or other assets are being granted or passed through directly to other entities

    ·Utilization of the Federal Sub award Reporting System (FSRS) to record data on applicable allocations in accordance with federal guidance

    ·Providing monthly reports for Management Cost and Direct Costs Project Worksheets (PWs)

    ·Maintaining financial accountability and compliance of grant programs through comprehensive audits, financial records, review of expenditures, and documented program outcomes

    ·Preparing documentation and reports according to required format of grantors

    ·Auditing expenditures of grant funds to ensure that funds are spent according to grant stipulations and deadlines.

    ·Serving as backup to the senior grants specialist position in the division for audit compliance, research and consultation during site visits and for electronic assessments

    ·Serving as backup to the senior grants specialist position in the division for quarterly, semi-annual and final grant reporting

    ·Keeping management informed of successes, project progress, and potential issues with assigned projects

    Agency Specific Minimum Qualifications:

    Bachelor's degree in business, finance or a related field from an accredited college or university Or Four years of professional accounting experience.

    OR

    Bachelor's degree in business, finance or a related field from an accredited college or university Or Four years of job related experience in grants management, public funds administration, or accounting

    Position Requirements:

    Job candidate for this position will be subject to a criminal background check, educational degree check, and reference checks prior to the extension of a job offer.

    Preferred Qualifications:

    Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess one or more of the following:

    ·Experience process payment is PeopleSoft Financials

    ·Experience reconciling payments

    ·Understanding of State of Georgia chart fields

    ·Experience management grant funds

    ·An intermediate level of proficiency using MS Word and Excel (understanding of Pivot tables and formulas).

    Bachelor's degree in business/public administration, finance, or a related field from an accredited college or university; or Four (4) years of job-related experience in grants management, public funds administration, or accounting.
