Job summary
This position provides advanced professional leadership in the administration of major economic development financing programs and serves as the agency's primary coordinator for statewide activities.Provides structurally complex politically sensitive high value business subsidy programs including Minnesota Forward Fund and 21st Century Fund ensuring these programs operate alignment with statutory requirements agency priorities sound financial practices evaluating project proposals structuring financing packages negotiating directly with businesses advising senior leadership on strategies balancing economic impact financial legal risk preparing public documents such as program guidelines annual reports legislative materials fiscal notes budget requests financing agreements providing technical assistance to communities businesses monitoring compliance implementing corrective actions when necessary providing specialized compliance expertise Office Business Finance advising managers program staff on statutory interpretation regulatory requirements risk mitigation operating significant independence accountable accuracy completeness legal sufficiency all program Board related documents This work requires dual focus education enforcement strong analytical skills sound judgment ability communicate complex financial statutory programmatic concepts diverse audiences<
