The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders.
All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

Summary
The Accounting Operations Manager is responsible for participating in the overall management of accounting operations of an organization. This position is governed by state and federal laws, Generally Accepted Accounting Principles (GAAP), and agency/institution policy.
Functions
Provides supervisory guidance to a subordinate supervisory, professional, and para-professional staff by establishing work plans and staff assignments, resolving difficult or complex problems, reviewing work performed, and evaluating employee performance. Analyzes business systems and develops methods for enhancing services, provides implementation leadership and training for new technologies and system enhancements, and advises upper level management on risk management services to investigate and prevent financial losses. Monitors investments for proper accounting methods, evaluates and troubleshoots systems to identify and provide solutions for problems, and makes recommendations regarding procedures, internal controls, and security issues. Establishes and maintains general ledgers on departmental operations, calculates and allocates funds for new and existing accounts or projects, develops forms and documents for special accounts, reviews posted entries to general ledgers and subsidiary accounts, balances accounts periodically, and closes books as needed. Prepares spreadsheets and database files from automated information systems for use in advising upper level management in resource allocation, tax strategies, and budget forecasts. Researches accounting issues and problems, compiles reports, advises upper level management on appropriate accounting and business practices and new or revised techniques or systems, and participates in long and short range planning regarding organizational fiscal control. Compiles budgetary reports for fiscal managers, meets with departmental managers to discuss budgetary reports, and provides advice on budgetary guidelines or other financial reporting matters. Provides technical assistance to management, staff, and the general public by providing information on regulations and procedures governing accounting practices and programs that comply with governmental regulations. Performs other duties as assigned.

Ability to provide guidance and technical assistance to upper level management, staff, and the general public and participate in long and short range planning concerning accounting operations. Ability to monitor and evaluate the effectiveness of accounting systems and controls, identify problems, and devise corrective actions.
Minimum Qualifications
The formal education equivalent of a bachelor's degree in accounting; plus four years of experience in accounting, financial management, fiscal administration, or a related area, including two years in a managerial or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
