GENERAL RESPONSIBILITIES: Serves as the school division's Emergency Manager, performs a wide variety of administrative duties related to school safety and security, emergency readiness and response, crisis planning, and related work as required; coordinates the work of the Hanover County Public Schools Safety Audit Team.ESSENTIAL DUTIES: (These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)As Emergency Manager for Hanover County Public Schools;* Manages the division's emergency and crisis management readiness and response;* Collaborates with administrative staff to ensure a safe learning and working environment* Works cooperatively with public safety authorities on all matters affecting school safety, including persons and property;* Acts as liaison between law enforcement and human resources regarding employee investigations;* Provides guidance and supervision in the safety and security of schools;* First contact for all school-related emergencies and responds as appropriate;* Collaborates with Hanover County Risk Management as appropriate* Prepares and gives oral reports, presentations and training relative to school safety;* Conducts investigations as directed for the school board and evaluates safety concerns to recommend and oversee corrective action;* Coordinates revisions of the division Crisis Management Guide;* Monitors compliance with state mandates for safety drills and maintains necessary documentation; Schedules, leads and participates in intruder drills* Assists school-level administrators in completing their annual crisis plans. Reviews the plans and assists with corrections;* Oversees the development, implementation, and maintenance of a comprehensive School Safety Audit program;* Works with the, Directors of Facilities Services, Director of Custodial Services, school resource officers, and County Risk Manager to review compliance, including audits, and provide safety training to maintenance and custodial personnel;* Manages the visitor management system (Raptor)* Ensure coordination of records management and corrective actions are taken in response to the fire marshal Inspections, sprinkler system inspections, fire alarm inspections, Sheriff's Office school safety assessment;* Leads the division-wide Safety Committee;* Conducts research into current best practices in school safety and submits written reports to the Assistant Superintendent of Business & Operations;* Plans and administers safety training sessions for the school system;* Works with school administrators to develop and review family reunifications plans in the event of a critical incident resulting in evacuation;* Manages and implements safety and security for School Board meetings and other divisional events;* Works with school administrators to develop and review shelter identification in the event of a severe weather emergency;* Advises Senior Staff on weather related matters* Manages projects as assigned by the Assistant Superintendent of Business & Operations;* Represents HCPS on public safety related teams, task forces, etc.* Participates in school-level, division-level threat assessments; Assist with threat assessment staff development;* Apply for and manage awarded school safety-related grants;* Maintain school safety budget* Manages the Sonitrol Alarm System;* Investigates traffic related concerns, on or near HCPS property;* Supervises School Safety Specialist* Performs other duties as assigned.
EXAMPLE OF DUTIES
KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of the Hanover County Public Schools policies and procedures; regulations and notices governing school facilities. Considerable knowledge of the principles and practices of safety administration.Considerable skill in the areas of problem-solving to effectively meet needs of various constituents; oral and written communication; presenting effective and professional presentations to diversified groups; development of long-term plans to include budgets; using automated applications utilizing spreadsheet, word processing, database software, and the internet.Demonstrated ability to communicate effectively both orally and in writing with a diversified staff and all levels within and outside the division; to make effective, professional presentations to small and large groups of people; to successfully plan using enrollment projections vs. enrollment capacity; to interpret and apply guidelines and regulations; to plan and facilitate effective employee training; and to make accurate mathematical calculations and reconcile reports. Must be able to prioritize work schedules; exercise independent judgment in the performance of duties; maintain accurate records; analyze situations/ recognize potential problems/ and recommend appropriate solutions. Must be able to maintain harmonious partnerships with governmental agencies.EDUCATION AND EXPERIENCE: Required: Graduation from high school with a minimum of five years of experience or education in emergency management or facility safety management; considerable knowledge of the principles and practices of school safety and OSHA as it applies to local government; technical knowledge of current asbestos, radon, lead, and indoor air quality practices and procedures; the ability to plan, implement, and monitor school safety programs and practices; ability to present ideas and recommendations clearly and concisely both orally and in writing; ability to establish and maintain harmonious relationships with department heads, administrators, community partners and the public; familiarity with local, state, and federal regulations to maintain all necessary records and documentation in school safety; Completion of basic Incident Command System training to include ICS 100, ICS-700, and ICS-362. Possession of a valid VA driver's license.Preferred: Bachelor's Degree from an accredited college. Working experience in school systems or public entities. General knowledge of building systems. VA Department of Professional and Occupational Regulations Asbestos Inspector and Asbestos Management Planner license preferred.A comparable amount of training and experience may be substituted for the minimum qualifications.
SUPPLEMENTAL INFORMATION
PHYSICAL CONDITIONS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, a personal computer, calculator, copier, and fax machine. Work is regularly performed in an office setting. Work may require the ability to climb, stoop, kneel, crouch, and requires the ability to reach, stand, walk, push, pull, lift, grasp, and perform repetitive motions for an extended period of time.This job description is not designed to be interpreted as a comprehensive inventory of all duties.
