Project Description RIVA's Federal Health customer has developed a variety of software applications that support administrative and Grants Management processes and functions. They provide directors, branch chiefs, program managers, program officers, budget officers, scientists, and administrative and support staff with software solutions and tools necessary to manage their workload, to perform daily work assignments and to quickly share, exchange and disseminate information to the appropriate staff members internal and external to their community. RIVA provides IT Services and Support to their customer's CIO office, Project Management Office, Network Infrastructure Section, Service Desk Section, and the customer user community. The CIO's office manages all aspects of the customer's branch sections from projects to documentation and policies. The Project Management Office provides a framework, tools, and staff to manage projects and initiatives. The Network Infrastructure Section provides IT infrastructure support, including networking/firewalls, backups, data center management, and operating system management. The Service Desk Section provides hands-on troubleshooting and user support for RIVA's customer users, including support for laptops, desktops, peripherals, smartphones, operating systems, and software. Position Description We are seeking a skilled Project Manager with a strong background in managing Agile development and delivery who will manage client-facing projects for our federal customers. The ideal candidate will ensure successful project delivery and oversee project teams, including Technical Writing Services, AV Support Technical Services, PMO Office, ISSO, and Network Infrastructure involving System Administration, Network Administration, Database Administration, and Application Administration. The ideal candidate should possess excellent communication skills, be comfortable interacting with senior leadership, and have experience managing scope using Agile best practices in a software development environment. Responsibilities The Project Manager will provide project intake, management, and closeout processes for the agency using Microsoft Azure DevOps and other project/work management suites. Using the Agile framework as a guideline, the PM will be responsible for building and maintaining project management processes for the agency, facilitating project intake for new projects/initiatives, monitoring existing projects/initiatives, project closeout, Agile process training and ongoing education, and requirements gathering. The PM also employs continuous improvement methodology to refine and revise project management processes
    • Agile Methodology: Work with the various IT Sections to assist with the Agile transformation including working agreements, training, ceremony management, continuous improvement, etc.
    • Project Initiation and Planning: Define project scope, goals, and objectives. Identify stakeholders and establish communication channels. Create a high-level project schedule and backlog. Use and improve upon the current IT Intake process and PMO Playbook. Use Azure DevOps (or related tool) to track information daily.
    • Agile Work Management: Utilize common Agile ceremonies and processes to manage and control work. These processes should include but are not limited to: Backlog Management, Sprint Planning, Sprint Execution, Retrospectives, Daily Standups/Scrums, etc.
    • Change Management: Document, review, refine, and control all changes within existing systems. Communicate change to stakeholders via standard methods (email, etc.). Lead change control meetings. Changes managed by this process include but are not limited to: Software releases, security patches, infrastructure upgrades, etc.
    • Project Reporting and Metrics: Develop and maintain portfolio-level and project-level reporting with tools like OnePlan and Azure DevOps. Update and maintain project management data using Azure DevOps and other systems of record. Define, develop, and provide a monthly PMO Support Data and Metrics for Projects, Programs, and the Portfolio. Maintain a staffing plan of resource assignments for all Projects, Programs, and the Portfolio. Create executive summaries and dashboard reports. Provide Information Technology Advisory Council (ITAC) meeting support for projects.
    • Risk Management: Utilize and improve on existing Risk Management escalation process within Azure DevOps. Monitor and address risks throughout the project life cycle.
    • Continuous Improvement: Continually seek out ways to improve the process, collaborate, and strive to improve the process and own skillset. Deliverable: Process improvement suggestions and implementation reports.
    • Project Closure: Follow and improve on existing Project Closure process within 1 week of project deployment. Review goals and objectives to ensure they have been met.
    • Contract and Personnel Administration: Provide project management knowledge and expertise to successfully provide the oversight for the planning, directing, reporting and administrative responsibilities of this requirement. The Project Manager will coordinate all technical and administrative issues related to the contract including ensuring that daily, weekly, and monthly status reporting are completed to meet the goals and objectives of the project, and customer satisfaction is accomplished within the prescribed timeframe and funding parameters. An in-depth knowledge of MS Project is imperative, and skill creating detail project plans, work breakdown structures (WBS), Gantt Charts, Cost and Schedule performance matrices, and risk management plans are required.
    Requirements
    • 5+ years of hands-on experience in software development and full lifecycle process with Agile methodology including design, development, testing, deployment with strong technical leadership to lead and manage technical teams by providing technical directions and guidance and quickly provides support as they require.
    • 5+ years' experience of excellent analytical, diagnostic, troubleshooting and problem- solving skills to find out root cause of major/minor incidents and production issues to quickly resolve and to prevent re-occurrence.
    • Have a strong ability to quickly grasp and adapt to new technologies.
    • Able to multi-task and prioritize tasks effectively, such as delegating tasks to development team and achieving daily, weekly, and monthly goals.
    • Strong analytical skills to understand the system interface and interpersonal skills to communicate with external system teams to quickly provide their needs and understanding of requirements and the impact of modifications.
    • Able to effectively coordinate activities with other technical personnel as appropriate.
