    Description

    Rijeka Gateway d.o.o. (RGW), a joint venture between APM Terminals and ENNA Logic, is undertaking a significant capital greenfield project, the development of the Rijeka Gateway Terminal, in Rijeka, Croatia. The goal of the project is to both construct and start-up the new container terminal for the shareholders, as well as expand the business value and proposition for entire region and hinterland for the main customer, Maersk. We've worked hard to make it happen, and soon we'll start running the new container terminal.

    Our main goal now is to make sure everything runs smoothly when we kick off operations. The purpose of this position is to: Shape and implement an HSSE strategy, fully integrated into all business and operation processes.

    This will involve building strong, effective relationships with both internal and external stakeholders at senior levels. Advise the CEO and Senior Management teams on the implications of current and emerging HSE legislation. Implement APMM Global Security Framework and the Port Facility Security Plan.

    Provide assurance that risk is effectively managed through delivery of operations with an equally excellent approach to safety, reliability and quality. Be the Terminal change agent ("change anchor") for the Operational Excellence programme. Inspire and lead the HSE Team.

    Principal Accountabilities: Interpret the Corporate APM Terminals HSSE strategy to co-create a site-specific HSE vision and strategy with the Senior Management Team, considering the regulatory framework, risk profile, and business drivers. Empower and enable Operational team members with day-to-day responsibility to implement HSSE related activities (management/implementation/assessment/training) whilst understanding and managing the implications of change to HSSE risk. Assure all HSSE improvement activities reflect latest legislation & practice and are effectively embedded within the organisation.

    Ensure compliance with security legislation and oversee local security contractors to support business objectives. Develop and implement assurance programs, including deep dives; audits and inspections to assure the level of HSSE engagement, compliance and senior management commitment. Manage internal and external relationship and create and maintain a stakeholder map.

    Enable risk management and incident management process and assure critical controls are in place. Assure critical controls are identified and a control effectiveness and maintenance plan is developed and implemented. Define the HSSE requirements of contractors and vendors and assure provision in contracts, and conformance of contractors at their place of work.

    Evaluate and ensure emergency response preparedness through regular emergency mock drills and upkeep of the emergency response plan and procedures. Ensures that all HSSE issues and emergencies are managed fulfilling the requirements of the regulations applicable by National laws. Ensure strict adherence to safety induction training process for all employees, contractors and visitors to maintain high standards of safety performance.

    Plan and conduct HSSE audits to detect existing or potential accident and health hazards, determine corrective & preventive measures where indicated, and follow-up to ensure implementation of recommendations. Stay informed about security standards and legislation, and update security policies and procedures regularly. Foster a security-aware culture through communication and training initiatives.

    Responsible for setting and achieving the budget for the HSSE department. Continuously enhance own Security Management competencies and mentor terminal security teams for optimal performance. Provide technical expertise, strategic leadership, and support across the Senior Management Team.

    Lead monthly HSSE committee meetings to measure the HSSE performance and appraise the management on the improvements required to achieve operational efficiency. Actively lead the relationships between Rijeka Gateway and APMT HSSE HQ. Work/Business Contacts and Authority: Internal: Management team, all terminal staff, Regional and Global HSSE Team, other relevant internal stakeholders, other Terminals to share and implement best practices, Stakeholder management structures within the Operational Excellence Programme organization.

    External: Service providers, Inspection bodies, Civil defence, Fire & Emergency services, other Government Agencies and Officials. The position has both internal & external contacts where it is required to influence behaviour & acceptance. While with internal contacts this can be a shared outcome, often the position may require influencing and bringing about agreement in conflicting situations.

    Reporting and Scope: Direct reports: Environmental Engineer, Security Manager, HSSE Officers The position reports to the CEO Geographical Scope: Rijeka, Croatia Critical Qualifications/Skills/Experience: Experience: At least 3-5 years of experience in health and safety at a senior level with a proven track record in the delivery of business objectives, in the public/private sector, preferably from port operations and/or similar industrial environment. Proven track-record leading and developing teams.

    Proven track-record of being a key decision maker. A demonstration of continued professional development within HSE. NEBOSH general certificate.

    Environmental Qualification (desirable). Risk Management qualification (desirable). Operational / managerial experience at a terminal will be an advantage.

    Understanding of modern terminal operations and terminal management systems will be an advantage. Skills: Ability to juggle multiple timelines and overcome barriers to achieve what is needed. Strong change management and interpersonal skills.

    Ability to drive implementation of new processes and support the organizational changes. Effective negotiation and conflict resolution skills. Results driven with a strong analytical and problem-solving skill set.

    Open minded, positive attitude and high drive to succeed. Ability to perceive situations from different perspectives. Clear, persuasive and collaborative communication & influencing skills.

    Experience with working in virtual project team and working with external consultants is also preferred. Excellent communication skills, where sufficient level of English and Croatian is a must. Education: BSc/MSc in Health, Safety, security or environment discipline or related studies.
