    HBITS Database Architect Expert 50% REMOTE Albany, NY

    Project/Program Name: Aid to Localities Fiscal System (ALFS); Client Worker Payroll (CWP); Oracle Cost Reporting Application (OCRA); MHARS Enhancement and Transformation (MET)
    Provide a short description of the Position:
    • ALFS: used to develop a budget, allocate funds, disburse payments and ensure that funds are expended in compliance with existing laws, regulations and guidelines.
    • OCRA provides cost reporting information to Medicare & Medicaid.
    • CWP: Allows for patients to become employed at OMH psych centers and tracks rosters, hours worked, payments, etc.
    • MET A rewrite of OMH's MHARS electronic medical record system.
    Provide a complete list of the day-to-day tasks to be performed by the Selected Candidate:
    • Write complex queries in PL/SQL for multiple financial and patient based applications
    • Write database migration scripts for QA and Production for multiple financial and patient based applications
    • Develop scripts for automating support and maintenance for multiple financial and patient based applications
    • Compare databases on different platforms (Development, QA, Production) for differences in structure and produce database scripts to make the databases the same, structure-wise
    • Troubleshoot and performance tune complex database queries
    • Develop and troubleshoot processes that exchange data with other systems such as Statewide Financial System (SFS)
    • Implement work-arounds on the database side for failed processes in applications while the application side is being fixed
    • Assist other developers working on database related items
    • Interact with business users to translate requirements into technical models

    Position Job Title Description: Determines database structural requirements by analyzing client operations, applications, and programming; reviews objectives with clients; evaluates current systems; provides database support by coding utilities, responding to user questions, and resolving problems.

    List all the Position REQUESTED Qualifications:
    • 84 months experience ensuring the soundness of the architecture and security of Oracle databases for multiple applications in Production/Quality Assurance/Development environments.
    • 84 months experience creating Oracle schema objects and reviewing developers work to ensure they meet industry and in-house standards for multiple applications.
    • 84 months experience with Oracle: Database design, PL SQL coding, stored procedures, packages, indexes, triggers, creating tables, etc.
    • 84 months experience building and maintaining Oracle tables that contain Protected Health Information (PHI) within a large health care environment.
    • 84 months experience creating and maintaining Oracle database tables containing complex government financial data, specifically budgets, encumbrances, and payments within a government organization with an affected budget of 2 billion dollars or more.
    • 84 months experience maintaining/supporting a Medicare D billing system including the creation and maintenance of NCPDP transactions such as B1, B2, B3, & E1.
    • 60 months experience designing, building and maintaining data interfaces to Peoplesoft financial systems.
    • 60 months experience working on a complex cost reporting application that supplies data for Medicare/Medicaid Cost Reports.
