    Key Responsibilities/Tasks

    SUMMARY:

    The Director, Technical Accounting & USG Compliance is responsible for technical

    accounting and overall compliance with US grant and contract accounting. This includes preparation of

    required US federal financial reporting, fund requests, submission of indirect cost rates and developing

    strong controls for sub-grant and sub-contract selection and oversight, including support to Global

    Finance and Global Operations team members. This position is responsible for leading compliance on

    technical accounting requirements and implementation of new US GAAP accounting standards. The DTA

    also provides oversight over centralized accounting procedures to ensure consistency across iDE on

    processes such as fixed asset management, leases and bank reconciliations and supports the Controller

    to ensure timely and accurate monthly financial reporting.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Under the supervision of the iDE Controller, the Director, Technical Accounting & USG Compliance

    performs the following primary responsibilities:

    ? Ensure timely and accurate US Federal Financial Reporting. Prepare and submit quarterly

    filings including required financial reporting to prime contractors. Develop the Schedule of

    Expenditures of Federal Awards required by Uniform Guidance. Initiate all funding requests

    to ensure availability of cash flow for active US federal grants. Verify timely receipt of

    funding and follow-up as necessary to ensure collection.

    ? Single Audit - Coordinate iDEs global single audit ensuring compliance with federal statutes,

    regulations and the terms and conditions of federal awards applicable to iDE federal

    programs in order to achieve a timely and accurate audit. This must be carefully planned

    with iDEs Controller and Regional Finance Directors/Managers in light of other grant audits

    and the iDE global audit to set realistic and achievable deadlines and balance the impact on

    iDEs country finance team. Review country office responses for accuracy and

    completeness with respect to all audit requests.

    ? NICRA submissions develop policies and procedures to ensure accurate classification of

    costs for iDE to be able to develop proper indirect cost rates in accordance with title 2 of the

    Code of Federal Regulations Part CFR 200), titled Uniform Administrative

    Requirements, Cost Principles, and Audit Requirements for Federal Awards. Submit

    required details to support iDE indirect cost rates and obtain approval by due dates.

    ? USAID sub-recipient financial compliance Ensure proper due diligence is applied in the

    review and selection of any sub-recipients. Review financial reporting from sub-recipients for

    accuracy and completeness to support overall compliance. Submit required Federal Fund

    Accountability and Transparency Act (FFATA) data for the Subaward Reporting System

    (FSRS) to report subaward and executive compensation data regarding first-tier subawards

    to meet the FFATA reporting requirements.

    ? Review iDE US federal grant procurements for compliance with financial policy. Provide

    senior financial oversight for project procurement responsibilities including the management

    of supplier contracts.

    ? Develop iDE financial policies and procedures for VP Finance and CEO review. Lead efforts

    to align existing financial policies and procedures across iDE country offices in collaboration

    with Regional Finance Directors. Financial policies and procedures must be clearly written

    and must be compliant with US Generally Accepted Accounting Principles (GAAP). Country

    financial policies and procedures may require specific GAAP differences to support statutory

    requirements. Policies and procedures should result in strong internal controls but should

    avoid complexities and be designed to facilitate operations.

    ? Fixed asset accounting in NetSuite Provide overall control to ensure accurate accounting

    for fixed assets in accordance with US GAAP. Ensure any new asset purchases are properly

    activated in the NetSuite Fixed Asset module and run monthly depreciation. This includes

    providing oversight on all fixed assets acquired using grant funds (a sponsoring entity) to

    determine proper accounting treatment and tracking of the asset in the event it needs to be

    returned to the sponsoring entity at the end of the grant period.

    ? Ensure compliance with US GAAP by leading implementation of new technical accounting

    requirements and changes in GAAP. Communicate changes, update financial policies and

    procedures to reflect the changes and provide training to ensure full adoption of new GAAP.

    ? Provide second level review of revenue recognition determinations and documentation for

    new iDE grant awards in accordance with Financial Accounting Standards Board (FASB)

    Accounting Standards Update (ASU , Revenue from Contracts with Customers

    (Topic 606). Determine and document whether revenue should be classified as restricted or

    unrestricted and whether the revenue recognition is conditional or unconditional along with

    the basis for timing of recognition (upon award or based on cost incurred or milestones).

    ? Lead implementation and ongoing accounting for iDE operating leases in accordance with

    ASC 842 to ensure that all leases, other than short-term leases, are properly recorded on the

    balance sheet as a right-of-use asset (ROU) along with the corresponding lease liability as

    a non-debt liability. Ensure that supporting details are maintained for all leases and that

    lease expense is properly recorded.

    ? Review monthly consolidated iDE financial close to verify completion of procedures such as

    activation of new fixed assets, documentation, and accounting for new leases and

    completion of all bank reconciliations. Coordinate with Regional Finance Directors/Managers

    to follow-up to ensure timely and accurate completion.

    ? Develop documentation to support accounting and donor reporting for any gifts-in kind and

    cost share arrangements.

    ? Participate in the development of annual budgets and quarterly financial forecasts.

    OTHER DUTIES AND RESPONSIBILITIES

    ? Performs and documents complex financial analyses.

    ? Assists in ensuring internal control procedures are followed.

    ? Assists with the annual budget and external audit processes.

    ? Contributes to the HQ Finance departments periodic planning process by reviewing budgets

    for USAID grants for accuracy and consistency

    ? Cross trained on accounts payable, cash disbursements, cash receipts processes, and other

    HQ finance functions to provide support, as needed.

    ? Performs other duties as required.

    GENERAL REQUIREMENTS

    ? Bachelors degree in Accounting, Business or Finance required with Accounting degree

    strongly preferred. CPA, CA, or CMA license or candidacy strongly preferred;

    ? Minimum 4 years (7+ years preferred) of progressive responsibility and directly relevant

    experience accounting for USAID grants or sub-grants and/or the award and administration

    of subcontracts, preferably on USAID-funded projects. Experience developing indirect cost

    rate submissions to obtain approval for a Negotiated Indirect Cost Rate Agreement (NICRA)

    preferred;

    ? Strong knowledge of USAID contract management and grants management policies and

    procedures; including a knowledge of allowable and unallowable costs;

    ? Ability to build the capacity of international colleagues to understand USAIDs rules and

    regulations and new US GAAP accounting standards through development of clear financial

    policy and training;

    ? Experience in cloud-based ERP systems such as Oracle NetSuite or a similar financial

    system is required. Strong knowledge of Microsoft Office Suite with a high degree of

    proficiency in Excel preferred;

    ? Good oral and written English and communication skills;

    ? Ability to travel to iDEs global country programs and project sites as needed, up to 20%.

    ? Intermediate knowledge of international non-profit accounting practices, including

    multi-currency accounting, budgets, and financial reporting;

    ? Effective time management skills, self- motivated, critical attention to detail and deadlines,

    able to work independently;

    ? Excellent interpersonal skills necessary to work effectively with persons on all levels both

    inside and outside iDE;

    ? Availability and willingness to interact with team members in other time zones as needed;
