- Manages and provides guidance to contract department staff and administers a full workload of IDIQ, FPLOE, CPFF, and FFP contracts.
- Develops staffing requirements for the department and allocates workload of contracts staff.
- Develops and maximizes metrics to improve departmental time management and responsiveness to customers.
- Administers FFP, T&M and Cost-Plus contracts and task orders from inception through closeout including the following:
- Prepares cost and pricing proposals.
- Develops pricing strategy with the Program Manager in defense of current contracts.
- Analyzes and negotiates contracts for acceptance.
- Analyzes and reviews contractual data for system input in Costpoint.
- Prepares and distributes Contract Work Authorization, Contract Log, DCAA Contract Brief and Past Performance.
- Creates and submits requests for modifications and processes all resulting modifications to current active contracts.
- Monitors delivery of monthly, quarterly, and annual CDRL submissions through the completion and maintenance of the CORL Tracking Form for each contract.
- Tracks submission of annual Government Property Reporting (DD1662), GSA Industrial Funding Fee and Contractor Manpower Reporting, where applicable.
- Reviews first and final invoices for compliance with contractual terms and conditions. Administers subcontracts including preparation and execution of the subcontract(s), funding, modifications, small business plan preparation and annual reporting of the execution of small business contracting (sf294 and sf295).
- Prepares and executes Subcontractor Annual Review for active subcontractors.
- Prepares and executes Subcontract Deficiency Reports.
- Prepares and analyzes contract close out reconciliation of any outstanding invoices or unbilled issues shown on the booked to billed schedule.
- Prepares and executes close out paperwork, and documents hard copy files and Costpoint.
- BS, Masters in Contracting preferred.
- 20 Years total experience* 10 Years in DoD Industry Contracting.
- 5 Years in small business with 300 to 1000 employees.
- Management experience over a Contracts Department of 3+ employees DoD (Army preferred) contracts specialist skills as a working manager.
- Cradle-to-grave contract execution.
- ISO, Metrics and Continuous Improvement experience a plus.
- Experienced with GSA, IDIQ. FFP, CPFF & T&M.
- DoD (Army preferred) contracts specialist skills as a working manager.
- Must have experience with non-disclosure agreements and teaming agreements.
- Deltek Costpoint experience.
- Experienced in use of the FAR/DFAR, contract negotiations, and contract, subcontract development * DoD (Army preferred) contracts specialist skills as a working manager.
