    Arcadis has been shortlisted by the Gateway Development Commission to receive an invitation to submit a proposal in response to a request for proposals (RFP) to serve as a Project Delivery Partner (PDP) in connection with the Hudson Tunnel Project (HTP).

    Role description:


    As a Senior Procurement Manager/Cost Manager for a heavy civil tunnel project, you will play a pivotal role in overseeing the procurement process and managing costs associated with the project.

    Your responsibilities will include strategic sourcing, contract negotiations, cost analysis, and collaboration with project teams to ensure successful delivery within budgetary constraints

    Role Accountabilities:


    Develop and implement procurement strategies for the acquisition of goods, services, and equipment required for the heavy civil tunnel project.

    Conduct market research to identify potential suppliers, assess their capabilities, and negotiate favorable terms and agreements.
    Lead the negotiation and administration of contracts with suppliers, subcontractors, and vendors.
    Ensure that contracts align with project specifications, budgetary constraints, and legal requirements.
    Monitor contract performance and resolve any contractual issues that may arise during the project.
    Collaborate with project management and engineering teams to develop accurate cost estimates for materials, labor, and equipment.
    Analyze cost data, track project expenditures, and identify areas for cost optimization.
    Provide regular cost reports to senior management, highlighting budget variances and potential risks.
    Assess and mitigate risks related to procurement and costs, considering potential delays, cost overruns, and supply chain disruptions.
    Implement risk mitigation strategies and work closely with project teams to ensure project success.
    Establish and maintain strong relationships with suppliers, subcontractors, and vendors.
    Monitor supplier performance, evaluate key performance indicators, and address any issues impacting project timelines or costs.
    Ensure compliance with relevant regulations, industry standards, and company policies.
    Stay informed about changes in procurement regulations and incorporate best practices into the procurement process.

    Work closely with project managers, engineers, and other stakeholders to understand project requirements and align procurement activities with project goals.

    Collaborate on value engineering initiatives to optimize costs without compromising project quality.
    Develop and manage budgets for procurement activities, ensuring alignment with overall project budgetary constraints.
    Provide financial insights and recommendations to senior management for informed decision-making.


    Required Qualifications:
    10+ Years of experience.
    Bachelor's degree in Procurement, Supply Chain Management, Finance, Accountancy Engineering, or a related field.


    Key Skills and Abilities:
    Extensive experience in procurement and cost management within the heavy civil construction industry, particularly in tunnel projects.
    Strong understanding of construction materials, equipment, and processes.
    Proven negotiation and contract management skills.
    Knowledge of relevant regulations, compliance standards, and industry best practices.
    Excellent analytical, communication, and interpersonal skills.
    Familiarity with procurement software and tools.
    Project management certification (e.g., PMP) is desirable.


    Preferred Qualifications:
    Master's degree is a plus.

    The salary range for this position is $145,000
    - $181,000.
