    1. Introduction and Background
    The United States Institute of Peace (USIP) is a national, nonpartisan, independent institute, founded by Congress and dedicated to the proposition that a world without violent conflict is possible, practical, and essential for U.S. and global security. In conflict zones abroad, the Institute works with local partners to prevent, mitigate, and resolve violent conflict. For more information, please visit

    The Africa Center partners with those working to prevent, mitigate, and resolve conflict by using analysis, training, and in-country programming to achieve sustainable and inclusive peace. Specifically, the Center leads the Institute's engagement in sub-Saharan Africa:
    • In Nigeria, the Africa Center engages in direct action for peace by fostering the development of inclusive, accountable, and effective institutions of governance, security, and conflict resolution through strengthening the state-level peacebuilding architecture, including community peacebuilding.
    • Across the Greater Horn of Africa, the Africa Center promotes inclusion through improved communication between government and citizens while building citizen capacity to conduct research, implement programming, and inform inclusive policymaking that prevents and reduces the threat of violence.
    • In the Sahel region, the Africa Center empowers its partners to transform ongoing violent conflicts to build community resilience and inclusive and responsive institutions.
    USIP seeks an independent contractor to produce strategic communications products, highlighting the work being done in the Africa Center.
    1. Scope of Work
    The Writer, as available and with mutually agreed to timelines, will submit up to two (2) strategic communications products to the Program Manager, Africa Center each month. The communications materials format and topics will be determined by USIP and the contractor.

    The Writer will submit up to two (2) strategic communications products to the Program Manager, Africa Center each month. The communications products include but are not limited to the following:
    • USIP blog post. The contractor will write, or review and edit, a blog post for the USIP website, covering USIP projects in the Africa Center. Each blog post will be up to 800 to 1200 words.
    • Question & answer. The contractor will write, or review and edit questions to be used for "Q&A's" with USIP Senior Advisors.
    • Script for video product. The contractor will write, or review and edit scripts to be used for video products, as determined by the Africa Center and USIP's Communications team.
    • Other web content. The contractor will develop, or support in the development of other forms of strategic communications products, as determined by the Africa Center.
    The anticipated period of performance is June 14, October 14, 2024.

    Any proposal that does not contain all items listed below may be considered nonresponsive. For more detail on the selection process, including corresponding evaluation criteria, please see Section IV below. To be considered under this RFP, please submit the following:
    1. Technical Narrative Proposal
    The technical narrative proposal should be no more than 1 page and include the following sections:

    2. Prior Experience:
      1. Describe at least two projects of similar scope and complexity the offeror has worked on previously.
      2. Please submit a writing sample with a minimum of 1500 words.
    3. Budget
    Provide a budget in US dollars that outlines the cost of providing the services described above. The budget should include the offerors hourly rate, and total number of hours per month to complete up to two strategic communications products, as listed in the section above labeled "Scope of Work".

    1. Evaluation Criteria
    Proposals will be evaluated based on the criteria below. For more detail on each submission requirement, see Section IV of this RFP. The USIP Selection Committee will review all proposals received on time using the evaluation criteria established below based on the best value offered to USIP. The Selection Committee reserves the right to reject any or all proposals, in whole or in part, to award multiple contracts, and/or to enter into negotiations with any party, in the best interests of the Institute.

    1. General Instructions and Terms
    2. Complete proposals must be submitted by email to by 5:00 PM on May 2, 2024.
    3. The Institute is not liable for any costs incurred by offerors prior to issuance of an executed contract with the Institute.
    4. Submissions must be typed and submitted electronically and must include all submission requirements outlined in the Submission of Requirements section of this RFP. No changes or corrections to a response will be allowed after the deadline.
    5. All submissions should be in English and US dollars.
    6. Any questions concerning this RFP should be directed to Bileh Dougsiyeh at Pertinent responses will be made available to all offerors by email. No inquiries will be accepted after specified time and date.
    7. Any proposal not addressing all RFP requirements may be considered non-responsive. Late proposals may be rejected as non-responsive.
    8. This RFP is not an offer to enter into an agreement with any party, but rather a request to receive proposals from offerors (organizations or persons) interested in providing the services outlined herein. Such proposals shall be considered and treated by USIP as offers to enter into a contract.
    9. USIP shall not be obligated for the payment of any sums whatsoever to any recipient of this RFP until and unless a written contract between the parties is executed.
    10. Unless stated otherwise within this RFP, the selected Contractor shall be responsible for providing all equipment and/or supplies required to perform the services.
    11. The selected Contractor shall not discriminate against any person in accordance with Federal, state, or local law.
    12. The submission of any materials to USIP in response to this RFP will constitute (i) a representation that the Offeror owns or has unrestricted license to use and license such materials and all intellectual property expressed therein; and (ii) the grant of a non-exclusive license to USIP to use such materials and intellectual property for any purpose, including specifically the evaluation, negotiation, and documentation of a contract with any party.
    13. Offeror will commit to adhering to the attached USIP Terms & Conditions, else risk removal from consideration. Exceptions to these terms must be clearly outlined in an annex to the Technical Narrative Proposal.
