    DESCRIPTION OF WORK


    The County Fiscal Officer 2, Allegheny County Department of Human Services, Office of Administration, Bureau of Financial Management, Budgets and Reports (BFMBR), under the general supervision of the Co. Fiscal Officer 3, (BFMBR), is responsible for the supervision of all Central Payables Operations, DHS Cross System General Accounting Processes within the Department of Human Services. The incumbent plans, organizes, and supports/assists the Co. Fiscal Officer 3 in management of the operations and activities of Centralized and Cross-System Accounting functions, supervises employees, disseminates assignments to subordinate staff, monitors activities, satisfies reporting requirements, and assists in the development of procedural improvements and enhancements to the JD Edwards system for DHS Cross-System General Accounting Processes.

    Payroll Operations:

    • Oversees the processing of multiple payroll processes, including Foster Care Payroll, Senior Companion Payroll, Caregiver Support Payroll, and Ombudsman Volunteer Payroll.
    • Creates new vendors for payrolls as required. Updates addresses as requested.
    • Reviews the new debit card applications and tracks all new enrollments on a tracking spreadsheet.
    • Addresses all phone calls, emails, and other correspondence with clients and internal staff regarding payroll issues.

    Fiscal Operations:

    • Assists the Co. Fiscal Officer 3 by managing and overseeing the receipt, review, coding and payment of processing of all DHS administration invoices, program service invoices and employee reimbursement including travel vouchers and tuition reimbursements and (Key Information Demographic System) KIDS concrete invoices.
    • Reviews and approves invoice and reimbursement batches for payment.
    • Utilizes the reporting capabilities of the JD Edwards system.
    • Produces reports on expenses for use by program area Fiscal Supervisors/Managers.
    • Coordinates with Fiscal Supervisors/Managers, vendors, service providers, and the Controller's Office to address and resolve issues that impact payment of invoices and reimbursements.

    Manages/oversees the payables batches:

    • Reviews for accuracy and completeness.
    • Resolves issues related to these batches with the vendors, Controller's Office and BFMBR staff.
    Manages other areas including ~ Certificate Processing, Vendor Creations, and other areas of Central Payable Operations processing.

    Work Schedule and Additional Information:

    • Full-time employment.
    • Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 60-minute lunch.
    • Salary:In some cases, the starting salary may be non-negotiable.

    REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY


    QUALIFICATIONS

    Minimum Experience and Training Requirements:

    • One year as a County Fiscal Officer 1; or
    • Four years of accounting and/or budgetary experience and a business-related associate's degree that includes six college credits in accounting; or
    • Two years of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
    • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

    • Hiring preference for this vacancy may be given to candidates who live within Allegheny County. If no eligible candidates who live within Allegheny County apply for this position, candidates who reside in other counties may be considered.
