    Job Description:

    OWEB is seeking to hire a full-time, limited duration (06/30/2025),Cultural Resources Specialist (Natural Resource Specialist 4) supporting OWEB with the ability to work a hybrid of both office and or remote work environments based in Salem or Bend. This position is represented by the Service Employees International Union.

    OWEB's mission is "to help create and maintain healthy watersheds and natural habitats that support thriving communities and strong economies." OWEB operates a grant program that supports local, voluntary partnerships to restore and protect fish and wildlife, improve water quality and enhance watershed health.

    OWEB awards $70-$90 million per biennium in grants and manages an ongoing workload of previously awarded grants of approximately $125 million. OWEB works closely with landowners and local, state, tribal, and federal agencies to advance OWEB's mission and the goals of the Oregon Plan for Salmon and Watersheds. OWEB is responsible for reporting on its grant program and on the progress of implementing efforts under the Oregon Plan.

    The Oregon Watershed Enhancement Board (OWEB) is a state agency that provides grants to help Oregonians take care of local streams, rivers, wetlands, and natural areas. Community members and landowners use scientific criteria to decide jointly what needs to be done to conserve and improve rivers and natural habitat in the places where they live. OWEB grants are funded from the Oregon Lottery, federal dollars, and salmon license plate revenue, among other funding sources. The agency is led by an 18-member citizen board drawn from the public at large, tribes, and federal and state natural resource agency boards and commissions.

    PURPOSE OF POSITION

    The primary purpose of this position is to oversee and performs evaluations carrying out National Historic Preservation Act (NHPA) Section 106 responsibilities for Pacific Coastal Salmon Recovery Fund (PCSRF) projects delegated to OWEB by the National Marine Fisheries Service. This position is a subject-matter expert providing independent, professional evaluations and recommendations with minimal supervision based on knowledge and interpretation of broadly-worded federal and state laws, anthropological and archaeological training, and individual experience to evaluate, support, and carry out complex projects with potential significant impact on important cultural resources.

    This applicant pool may be used to fill additional vacancies as they occur over the next three (3) months.

    PROGRAM INFORMATION

    OWEB's Monitoring and Reporting Program has primary responsibility for monitoring results of funded projects; collaborating with state, federal, Tribal, and local monitoring efforts; tracking and reporting performance; distributing data and information; and meeting federal reporting requirements including those associated with the National Historic Preservation Act (NHPA). The program is lead on applying for and managing federal grant awards. The Monitoring and Reporting Program participates in the review of grant applications for and the management of monitoring grants. The program operates within the Board's Long Term Investment Strategy, designing and implementing effective monitoring of the agency's various types of investment (i.e., Open Solicitation, Focused Investment, Operating Capacity.

    • Four years of experience in archaeology, anthropology, or closely related natural resources field. At least two years of the experience must be at a technical or professional level performing activities in archaeology, anthropology, or closely related natural resources program such as archaeological research, administration, or management, and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities;
    • AND a Bachelor's degree in archaeology, anthropology, or closely related natural resources field;
    • OR three additional years of related archaeology, anthropology, or closely related natural resources experience.

    Note: Master's degree in archaeology, anthropology, or closely related natural resources field, will substitute for up to one year of the required experience.

    A Doctorate degree in archaeology, anthropology, or closely related natural resources field, will substitute for up to two years of the required experience.

    Preferred Qualifications

    • Meets the Secretary of Interiors professional qualifications in archeology
    • A strong foundation in watershed restoration concepts and practices
    • Experience working in watershed restoration or cultural resources work in Oregon
    • Knowledge of ecosystem processes
    • Experience with complex grant program administration
    • Leadership qualities – a self-starter with the ability to produce results under pressure while maintaining an open process
    • Ability to lead successful group processes
    • Partnership and collaboration skills
    • Communication and presentation skills with a diversity of audiences

    Working Conditions

    Meetings are frequently scheduled out of the office, occasionally requiring overnight travel. Travel will be required for site inspections in the field which may occur during inclement weather, and may require walking on uneven terrain. Travel will also be required for public speaking, workshops, and meetings with applicants, grantees, and stakeholders. Attendance at evening and weekend meetings may be required. A valid drivers' license and an acceptable driving record are required.

    SALARY INFORMATION

    The State of Oregon conducts a pay equity analysis to determine what pay step within the salary range to offer the successful candidate based on the experience documented in your application. See below for salary ranges.

    NON-PERS ELIGIBLE (Includes most new hires to state government. Employees typically gain PERS eligibility after six months of state service.)

    NRS4 $5,396.00 – $8,292.00 Monthly

    *Please note there per the recent SEIU bargaining there will be a cost-of-living adjustment of 6.5% on December 1, 2023, to all union-represented employees. The rate above does not reflect this increase.
