    Joe Louis Greenway – Planner 2 (Urban Design)

    The City of Detroit's Planning and Development Department is seeking to fill a Planner 2 (Urban Design) position supporting neighborhood planning activities carried out alongside the implementation of the Joe Louis Greenway (JLG).

    The primary responsibility of the position will be to oversee the coordination and execution of community engagement associated with and necessary to inform the Joe Louis Greenway Neighborhood Development Framework Plan. This will require effective interfacing among multiple city staff from numerous departments, local developers, service providers, and the community.

    The ideal candidate will possess extremely strong organizational and project management skills and should demonstrate relevant, successful experience in these areas.

    Extremely strong analytical, problem solving and communication skills are a must, including the ability to provide critical feedback, facilitate and manage group processes, and communicate clearly among multiple stakeholder groups both in writing and orally. This position will be supervised by the City's PDD Director of Design & Development Innovation and work closely with the PDD Greenways & Open Space Coordinator to ensure successful community & stakeholder engagement is occurring across all three of the City's regional planning teams. Strong public speaking skills are required, as the individual will be frequently tasked with supporting public engagement sessions and updating senior-level PDD staff on progress.

    Planners are responsible for the City's planning assignments and provide professional advice and technical expertise that promotes well-designed physical, social, economic, and environmentally healthy development within the City. Planners also manage complex planning studies and development applications, and review consultant proposals. They develop project budgets, administer bidding processes, and verify contract expenditures and compliance.

    Examples of Duties

    The Planner 2 performs a variety of planning and design functions including but not limited to:

    • Provides professional work related to a variety of planning assignments;
    • Develops planning studies and reports in support of new and updated plans, programs, and regulations;
    • Reviews moderately difficult to difficult development proposals and site plans for conformance with codes,plans, and regulations;
    • Reviews and processes comprehensive plan amendments, rezoning recommendations, annexations, siteplans, and plats;
    • Develops project budgets, administers bidding processes, and verifies contract expenditures and compliance;
    • Conducts research and prepares statistical reports on land use, physical, social, and economic issues;
    • Acts as a liaison between community groups, government agencies, developers, and elected officials indeveloping neighborhood plans;
    • Coordinates community review of public and private development projects;
    • Provides information to the public regarding development regulations;
    • Assists in resolving citizen issues related to planning issues;
    • Oversees the work of consultants and interns;
    • Performs field inspections to gather data relevant to verify that development projects comply with approvedplans;
    • Provides assistance in presenting reports and other findings to staff, the Zoning Board, and City Councilmembers, and
    • Attends a substantial number of evening and weekend meetings.

    Other specific responsibilities for the position include:

    • Managing internal and external partners to ensure trust is built and maintained
    • Identifying potential fundraising opportunities to leverage neighborhood impact
    • Creating and updating project management tools that include Gantt charts, tables, and budgets; organizing allaspects of community meetings
    • Creating, updating, and managing project outreach materials and engagement platforms, including overseeing the information of a community advisory group.

    Minimum Qualifications

    Education

    • Bachelor's degree from an accredited college or university, with major course work in urban planning, architecture, public policy, or a closely related field.
    • Master's degree preferred. The ideal candidate will have a specialization in Community / Economic Development and some related design experience within the built environment.

    Experience

    • Two (2) years of professional experience involving planning / urban planning, architecture / landscape architecture, or urban design is required.
    • Knowledge of Detroit and its community development strategy, specifically the Strategic Neighborhood Fund Strategy for development, is preferred. A
    • Planner 2 must demonstrate proficiency with integrated word processing and spreadsheet functions.

    Equivalency

    Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

    Supplemental Information

    Appointment term is based on availability of grant funds.

    License / Certificates

    Possession of an American Institute of Certified Planners (AICP) certification through the American Planning Association may be required.

    The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.

    Administrative Special Services Staff (Exempt) are eligible for the following benefits:

    • CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
    • VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
    • PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
    • MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
    • WORKERS COMPENSATION – Covered by applicable laws.
    • UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
    • HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.

    Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
