    The Air Force Office of Scientific Research (AFOSR) contracting division (AFRL/RBK), located in Arlington, VA is seeking to hire an energetic contracting professional for a Lead Contracting Specialist position (DO-II/GS-12/13) at the AFOSR office located in Arlington, Virginia. The mission of the position is to provide outstanding contract support and customer service to AFOSR's Engineering & Information Science Branch through mission focused business leadership negotiating and awarding domestic and foreign contracts, grants, and cooperative agreements with universities, not-for-profit organizations, and commercial concerns.

    Position Duties include but are not limited to:
    • Warranted Contracting Officer
    • Communicates and integrates the organizations strategic plan, mission, vision, and values into the teams strategies, goals, objectives, work plans, work products and services.
    • Performs acquisition planning, along with the program manager/customer, technical, legal, finance and contract pricing personnel.
    • Performs Researches, interprets, analyzes, and applies all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents. Devises special terms, provisions, and conditions applicable to the solicitation as required.
    • Evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of Contract Data Requirements Lists (CDRLs), technical progress reports and performance metrics.
    • Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined.
    • Provides business advice, guidance, training, and assistance to team members, technical or program personnel, functional commanders, and/or contractors on contractual language, legal responsibilities, acquisition and business related issues.

    Required Qualifications
    • United States Citizenship
    • Must possess or be able to obtain and maintain a security clearance
    • Baccalaureate Degree from an accredited academic institution
    • Applicants must have one year specialized experience at the next lower grade or equivalent in the Federal system.
    • PCS expenses may be authorized
    • This is an APDP position requiring Level /Tier 1 (Foundational) Non-Critical certification in Contracting (C).This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
    • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD directive R, Joint Ethics Regulation, dated 17-Nov-2011.
    Specialized experience must include one or more of the following:
    • Soliciting, evaluating, negotiating, and awarding contracts;
    • Administering contracts by assuring compliance with terms and conditions
    • Terminating contracts by analyzing, negotiating, and settling claims and proposals
    • Analyzing and evaluating cost/price proposals and accounting systems
    • Planning, establishing, or reviewing contracts, programs, policies, or procedures
    • Formulating and administering policies and procedures to ensure achievement of socioeconomic goals
    • Developing acquisition strategies and directing or managing procurements;
    • Providing functional staff advisory services within the contracting occupation
