    Police Officer (Lateral)

    SALARY $ $66.05 Hourly

    (Appointment is generally made at one of the first three steps, depending on qualifications)

    CLOSING DATE/TIME: This will be a continuous recruitment until sufficient applications have been received.

    The Oakland Housing Authority's Police Officers' authority comes from Section d) of the California Penal Code. The Department is currently POST certified, and one of twenty nationally accredited agencies in California through CALEA. Under general supervision, officers patrol authority owned property, perform all the duties of a police officer and performs related work as required.

    ESSENTIAL FUNCTIONS

    Responsible for the prevention of crime and the protection of life and property; patrols Authority owned property by car and by foot; enforces the California Penal and Vehicle Code, as well as the Authority rules and regulations within the boundaries of authority owned and controlled property; responds to emergency and non-emergency calls for protection of life or property; cooperates with other law enforcement agencies: investigates crimes, unusual incidents or suspicious conditions on Authority property; works in specialized units, such as Task Force Detective/Agent, Investigations Unit, K9 Officer; serves emergency protective orders and other legal notices; conducts Crime Prevention Through Environmental Design (CPTD) inspections and facilitates mediation meetings with problematic tenants; actively engages with the community to identify and resolve critical issues while participating and leading youth engagement endeavors. Attends neighborhood community group meetings; responds to all incidents involving Authority vehicles; prepares records and reports.

    MARGINAL FUNCTIONS

    Performs other peace officer related duties as required.

    REQUIREMENTS FOR APPLICATION

    • Be at least 20.5 years of age at time of application
    • A valid California Drivers License, and insurable driving record, as well as a willingness to work nights, weekends, holidays and rotating shifts as assigned.
    • Must currently be a sworn officer in a public law enforcement agency or possess a current POST Basic Certificate (sworn peace officers who has satisfactorily completed the prerequisite Basic Course requirement and the employing agency's probationary period (Commission Regulation 1011.)

    BILINGUAL SKILLS: Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.

    PRIOR FELONY CONVICTIONS ARE GROUNDS FOR AUTOMATIC DISQUALIFICATION

    OTHER REQUIREMENTS

    Knowledge of: the California Penal and Vehicle Codes; the legal rights of citizens; court procedures and rules of evidence. Skill in: the safe utilization of firearms; effective speaking, writing and preparing reports used in legal proceedings. Ability to: analyze and deal effectively with emergency situations; work with minimal supervision; understand and follow written directions; promote good community relations and build community confidence in the Department; effectively work with low-income groups; sit, stand and walk for one or two hours; have vision correctable to 20/20 in one eye, and 20/30 in the other, with no color deficiencies; have weight proportional to height; occasionally carry over 100 pounds with assistance; run occasionally; and perform other functions as specified on the State of California Division of Industrial Accidents form RB-91 for this classification.

    SELECTION

    All applications will be carefully reviewed. The selection process will include a physical ability test, an oral interview and a personal history review. Successful applicants will be placed on a list of qualifiers. Based on position on the list, applicants will complete a polygraph or Computer Voice Stress Analysis (CVSA) Examination and intensive background investigation. Successful candidates will be scheduled for an interview with the Department Director. Those passing will be given a conditional job offer and scheduled for a medical and psychological examination. The entire process should be completed within 90 days. Note: applicants currently enrolled in police academies may substitute the basic academy entry-level examination and successful completion of the academy's physical ability program for the written & physical ability portions.

    The physical ability performance test is mandatory and only given to those applicants who are applying for the position of police officer. The test has been developed by POST as a standard to measure physical characteristics of strength, endurance, and the agility necessary to perform job-related functions of a police officer. The applicant must pass all parts of the test within the allotted time period. The test shall be scored as pass or fail.

    1. Elements of the physical ability performance test are:

    1. Obstacle Course/Agility Run: Run a 99-yard obstacle course consisting of several sharp turns, a number of curb-height obstacles, and a 34-inch high obstacle that must be vaulted.
    2. Body Drag: Life and drag a 165 pound lifelike dummy 32 feet.
    3. Solid Fence Climb: Run 5 yards to a 6-foot solid fence, climb over fence, and continue running another 25 yards.
    4. 500 Yard Run: Run 500 yards

    2. Scoring of each elements (see attached tables) will be cumulative. A minimum score of 384 must be obtained to demonstrate sufficient physical ability to perform as a patrol officer. See attachment: POST Physical Ability Test

    3. OHAPD will accept similar physical ability tests proctored by other law enforcement agencies that have been taken within the last six months from application.

    • One year experience in a police department, serving in one or more of the following categories: police dispatcher, parking enforcement officer, police records clerk, or in a clerical capacity where police related systems were used.

For some positions, an experience/training rating and/or written evaluation of candidates will be used in lieu of the oral examination. The names of the highest-ranking candidates will be placed on the List of Qualifiers, and the final selection will be made from this List. College degrees or units required for the position will be verified prior to final appointment. If this information cannot be verified for a candidate, the candidate's name will not be placed on the List of Qualifiers. All appointments are subject to the approval of the Executive Director.

    All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.

    Prior to becoming permanent, new employees must successfully pass a probationary period.

    BENEFIT INFORMATION

    Employees of the Authority enjoy a competitive fringe benefit program.

    SICK LEAVE is accrued at the rate of one day per month.

    VACATION LEAVE for new employees is accrued at the rate of 10 days each year. There are also fifteen (15) paid holidays each year.

    RETIREMENT - The Authority is a member of the Public Employees' Retirement System (PERS). PERS Classic Employee 3%@55 or PEPRA (Public Employees' Pension Reform Act) 2.7%@57.The Authority also participates in Social Security.

    HEALTH, DENTAL, AND VISION INSURANCE is available. Retiree Family Medical Plan 100% vested after 20 years of service.

    GROUP LIFE INSURANCE is fully paid by the Authority.

    Management, supervisory, professional and confidential employees are also entitled to a management benefit package allowance and five days of administrative leave per year.
