Job Summary
The coordinator provides leadership, coordination, and oversight of university Title IX efforts across the Georgia College & State University campus. The coordinator serves as the lead complaint resolution officer for discrimination, harassment, and retaliation complaints, and also provides educational programming to the campus on Title IX compliance matters. The position requires the ability to maintain a high level of confidentiality and discretion in all situations and circumstances. This is a 12-month, professional position reports to the GCSU Chief Diversity Officer and the USG Investigator and Trainer, Student Conduct, Title IX, and Non-Discrimination position. This position has a dotted line of reporting to the President of the University, and the Employee Relations Specialist- Title IX Investigator/Deputy Title IX coordinator has a dotted line of reporting to this position.
Responsibilities
Coordinating/Managing - 50
- Develops, implements, coordinates, and conducts educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX, including reporting options/responsibilities, support services, University policy and applicable disciplinary code, grievance procedures, confidential resources, etc.
- Oversees and manages the investigation of complaints and reports according to established procedures; ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, confidential, and impartial; develops and implements investigation/case management plan for complaints/reports; reviews proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence.
- Directs and monitors compliance with record keeping requirements, including an up-to-date roster of charges, stage in investigation, and documentation related to complaints and issues, supervising the maintenance of the electronic and paper filing systems, including archiving and disposing of files when appropriate.
- Selects, trains, and oversees designated Deputy Title IX Coordinators across critical areas of the institution; ensures investigators, adjudicators and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance.
- Identifies and addresses any systemic problems relating to complaints and works with other departments to ensure Title IX policies are communicated to all constituencies.
- Develops and maintains communication strategies (web, print, social media, etc.) to raise awareness of available resources and to enhance the University's policies, practices, and programs for Title IX compliance.
- Implements and/or coordinates Campus Climate surveys, seeking Title IX related grant funding when appropriate, and meeting the University's training and education obligations under Title IX, VAWA, and other federal and/or state civil rights laws, and University policies.
Collaboration - 30
- Collaborating with Academic Deans, the Vice President for Student Life, Registrar, Office of the Dean of Students, Housing and Residence Life, Office of General Counsel, Provost and Vice President of Academic Affairs, Women's Center & LGBTQ+ Programs, Public Safety, Milledgeville Police Department, Bright House Sexual Assault Center, Human Resources, USG system office, etc. to manage interim and ongoing safety accommodations, training and education, and the provision of resources and referrals.
- Interprets and applies Title IX laws and regulations to assure campus compliance and remains knowledgeable of current state and federal laws, regulations, and best practices and trends in the field of education related to harassment and other discriminatory practices that violate Title IX.
- Referring resources to faculty, staff, and students who could benefit from supplementary support during investigations.
- Serves as the liaison to state and federal government compliance or investigations officers.
Reporting - 15
- Ensures ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive reports, maintaining records of investigations, and makes recommendations for action to appropriate decision makers.
- Conducts analysis of and recommends solutions to specific individual problems or cases.
- Analyzes underlying forces and practices that cause problems and recommends corrective measures to eliminate the root cause.
- Secures relevant documentation and ensures confidentiality; maintains the grievance process disposition reports and other records regarding Title IX cases, including the reports of the number, nature, and disposition of complaints.
- Prepares annual statistical reports on number, nature, and disposition of complaints, identifying patterns and making recommendations.
- Prepares reports on Title IX compliance efforts and complaint activity and makes recommendations for action to appropriate decision makers.

Assists the Chief Diversity Officer with departmental communications and compliance reporting.
Performs other duties as assigned.
Required Qualifications
Educational Requirements
A Bachelor's degree is required.

Experience investigating or prosecuting allegations of sexual misconduct and/or domestic violence is preferred, as is experience in working with victims of sexual misconduct, domestic violence, stalking, and/or other types of trauma.
Familiarity with Title VII, Title IX, VAWA, the Pregnancy Discrimination Act, and related federal and state laws, policies, and regulations is required.
Experience in presenting educational and training programs is required.

Preferred Educational Qualifications
A J.D. degree or master's degree in Student Affairs, Higher Education, or a related field (e.g., counseling, criminology, psychology, social work, sociology, cultural or women's studies) is strongly preferred.
Preferred Experience
Experience investigating or prosecuting allegations of sexual misconduct and/or domestic violence is preferred, as is experience in working with victims of sexual misconduct, domestic violence, stalking, and/or other types of trauma.
