    This position is responsible for providing collaborative support to individuals and families experiencing homelessness through case management, by connecting clients to stabilization services, and providing information on community-based resources.

    The incumbent will work closely with law enforcement, non-profit organizations, behavioral health, mental health and other community-based partners, through a whole-person approach, in supporting those experiencing homeless in our community.

    Generally, the hiring range is $52,898-$66,123 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

    Typical work schedule:
    Four 10-hour shifts including one day each weekend.

    Additional day, evening, weekend and/or holiday hours may be required.


    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    (The following examples are illustrative only and are not intended to be all inclusive.)


    • Support the Director of Community Development and Assistant Director of Community Services in administering assigned projects.
    • Work strategically with local municipalities, law enforcement and the Community Response Team to provide a collaborative response to requests regarding those experiencing homelessness.
    • Partner with the regional homeless system of care to support region wide goals to make homelessness rare, brief and infrequent.
    • Respond to inquiries from, and work with, individuals experiencing homelessness to create goals and a plan of action to exit homelessness, as well as facilitate and support them in their efforts to obtain resources and services.
    • Visit camps, parked cars, and other sites where people experiencing homelessness congregate and rest to distribute information on community-based programs and services.
    • Assess situational safety and request appropriate support or provide basic first aid, including but not limited to, CPR or NARCAN.
    • Conduct meetings with landlords and other professionals to facilitate and make available resources and services, including housing, education, mental health, employment, etc.
    • Provide impartial and non-biased consultation, advocacy, and review of an individual's or family's needs in support of successfully becoming housed.
    • Compile and present data to internal and external stakeholders
    • Transport clients to obtain resources and services, as appropriate.
    • Maintain a list of resources, services, and eligibility requirements for services available to individuals and families.
    • Gather qualitative and quantitative data from individuals and families regarding services needed and provided.
    • Work within the local navigation team and other regional boards, committees, and groups to accomplish the goals and objectives of the Douglas County Homeless Initiative, including participating and serving on subcommittees as assigned.
    • Effectively and objectively communicate program issues and opportunities to County leadership.
    • Collaborate with other sections, divisions, and departments to ensure consistency in carrying out programs and goals of the County.
    • Provides training and technical assistance related to programs.
    • Presents, writes, edits materials related to assigned programs.
    • Performs other duties as assigned.

    SUPERVISION RECEIVED:

    Work is highly independent under the general guidance of a supervisor or manager and the homeless navigation leadership team.

    Regularly engages with those experiencing homelessness, conducts housing assessments and provides appropriate interventions and supports in the field without direct supervision or direct link to a supervisor.


    SUPERVISORY RESPONSIBILITIES:
    This position does not directly supervise other employees.


    INDEPENDENT JUDGMENT:
    Incumbent chooses courses of action in consultation with supervisor as appropriate.

    Incumbent will have specific tasks and goals that will require completion by specific due dates for the position to be eligible for funding in the current and future funding cycles.


    MINIMUM QUALIFICATIONS:

    EDUCATION and/or EXPERIENCE:

    • A Bachelor's degree in Social Work, Behavioral Health, Psychology, Community Development, Planning, or related field.
    • A minimum of one (1) year progressively responsible experience or training in performance of related duties such as case management, homeless outreach, homeless systems of care, human service systems of care, or related experience is required.
    • A combination of education and experience may be considered.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge:

    • Knowledge of local homeless navigation resources, coordination, and regulation.
    • Knowledge of current best practices for working with the homeless population.
    • Knowledge of how mental illness and behavioral health plays a role in homelessness.
    • Knowledge of person-centered approaches to care and case management.
    • Knowledge of or ability to learn required software systems.
    • Knowledge of principles, procedures, and strategies of HUD and HMIS systems.
    • Knowledge of the principles, procedures, and strategies of the Metro Denver Homeless Initiative, Built for Zero, and regional Point in Time survey of homelessness.

    Skills:

    • Interpersonal skills to build report with residents and strengthen local and regional partnerships.
    • Excellent written and oral communication skills, including presentation skills
    • Computer skills as required to utilize with local and regional data systems and tools.
    • Safe and courteous driving in adverse weather conditions
    • Ride a bicycle in the outdoors, including over rough terrain.
    • Operate two-way radios and similar communication devices.

    Abilities:

    • Ability to work with individuals with diverse economic, cultural, racial, and mental backgrounds, to include belligerent, argumentative, aggressive, or violent people and people with mental illness.
    • Ability and to establish and maintain professional, cooperative working relationships with coworkers and community partners.
    • Ability to collaborate with a variety of municipal, county, non-profit, faith-based systems, and other applicable agencies to coordinate systems and deliver on program goals.
    • Ability to work independently.
    • Ability to manage and prioritize work products and deadlines to ensure timeliness.
    • Ability to read and understand program planning documents and standards.
    • Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions.
    • Ability to work evenings, nights, weekends, and holidays as assigned.
    • Ability to maintain confidential information and use discretion.

    CERTIFICATIONS, LICENSES, & REGISTRATIONS:

    • Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
    • This position requires successful completion of a criminal background check including fingerprinting through a national database.

    WORK ENVIRONMENT:

    Physical Work Environment:
    This position is generally performed in an outdoor environment with frequent and regular interaction with people experiencing homelessness. This may result in frequent exposure to outdoor environments in varying weather conditions and rough terrain. Regular interaction and partnership with law enforcement is expected. Must always follow established safety protocols. Work is generally performed between the hours of 6:00 a.m. and 10:00 p.m. with regular evening, night, or weekend times required.

    Physical Demands:

    While performing the duties of this job, the employee will regularly be required to stand, walk, sit, talk, hear, ride a bicycle and drive.

    Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively in person. Must be comfortable giving presentations.

    Comfortable with various business settings such as office environments with close contact to persons in crisis; outdoor setting over rough terrain; exposure to outdoors.

    Some lifting required, up to 50 pounds. Provide basic first-aid including CPR.

    Material and Equipment Directly Used:

    Standard office equipment including computer, iPad or similar device, telephone/cell phone, fax machine, copy machine, two-way radios, body-worn camera.

    May be assigned to a county vehicle, traditional or electric bicycle for transportation purposes. Safely administer mace. Appropriately utilize NARCAN when required.
