    Position Overview and Responsibilities:

    The Division of State Group Insurance (DSGI) administers a comprehensive package of health and wellness benefits for active and retired state employees and their families, including: a variety of health insurance options, flexible spending and health savings accounts, life insurance, dental, vision and other supplemental insurance products.

    The Chief of Financial and Fiscal Management role is a critical leadership position that is responsible for directing, planning and organizing financial and accounting operations for DSGI.

    The Division's programs have annual expenditures of $3.2 billion from four federal and state regulated trust funds.

    Responsibilities include but are not limited to providing leadership and oversight for financial and fiscal management components including formulating financial policy and leading and directing operational units responsible for general accounting; compliance and control; financial performance monitoring and forecasting; and conducting fiscal and financial analyses.

    Specific responsibilities of the Chief include, but are not limited to, the following:

    Financial and Fiscal Responsibilities:
    Direct the administration of the premium receipt, refunding, accounting, and reporting for all benefits and products.

    Develop short- and long-range financial forecasts, analyses of premium sufficiency and benefit attributes, benefit experience and plan design based on a comprehensive review and analysis of claims experience and market conditions associated with the insurance programs in preparation for presentation at the Division's Revenue Estimating Conference.

    Initiate and oversee the development of studies and analyses of benefit enrollment patterns, utilization/cost trends and cash flow modeling of existing benefit plans to assess and recommend more cost-effective alternatives.

    Oversee the receipt and disbursement of trust fund revenues and provide related information and reports for the development of the Division's financial plan and the administration of the Medicare Part D Federal Subsidy Program.

    Lead the banking, reconciliation and cash management functions involving health care payments. Reconcile year-end records and financial statements and liaise with external accounting and audit entities as needed.

    Apply analytical reporting / Business Intelligence tools to design reports and dashboards that provide the appropriate detailed information to diagnose reasons for any performance issues and areas of improvement.

    Recommend policies and measures to ensure sustained solvency; participate in the review and development of the Division's strategic plan.

    Operational Support:
    Advise division leadership and agency leadership regarding all fiscal and actuarial issues impacting the division and provide data-driven recommendations.

    Develop, implement, and administer accounting policies and procedures to ensure that fiscal and financial operations are conducted in accordance with applicable federal and state statutes and regulations and generally accepted governmental accounting principles.

    Monitor the activities and performance of contractors and third-party administrators to ensure state assets are expended in accordance with controlling laws, administrative rules and contractual obligations.

    Review and interpret proviso language, to ensure that fund allocations and expenditures follow legislative intent.

    Prepare documents for the Division's communication with staff of the Governor's office, House and Senate involving all financial matters of the state group insurance programs.


    Bureau Leadership:
    Provide leadership and direction to a professional staff of 10 employees.

    Collaborate with other bureaus and sections within the Division and other divisions within Workforce Operations to help deliver a seamless and innovative workforce experience for the enterprise.

    Research and provide professional development opportunities to continue to grow and develop team members.

    Knowledge, Skills, and Abilities:
    Knowledge of and ability to accurately apply accounting standards, theory, principles, concepts and practices.
    Knowledge of cost accounting, financial reporting, and internal control principles.
    Skilled in billing and collections, contract management, procurement and purchasing.
    Ability to effectively mine data and interpret and communicate results.
    Strong, proven team building and leadership skills
    Skill in exercising initiative, judgment, problem-solving, and decision-making
    Excellent written and verbal communications skills.
    Exceptional organizational skills.
    Ability to work independently and plan strategically.
    Ability to work effectively within a team-based work group that consists of state employees, contractors, and attorneys.
    Ability to identify root causes of issues and recommend short- and long-term solutions.

    Minimum Qualifications:
    The Chief of Financial and Fiscal Management should possess the following qualifications:
    A minimum of five years of experience in healthcare finance, accounting, insurance, public or business administration, or related field.
    Demonstrable and progressive leadership experience.

    Preferred Qualifications:


    A bachelor's degree, or higher, from an accredited college or university, in finance, accounting, healthcare administration, business management, or related field.

    Certified Public Accountant (CPA) certification.
