    Position Summary
    The Surgery Research Administration Office seeks an experienced and exceptional Research Administrator to join our Surgical Research Division.

    Summary:
    The Research Administrator oversees and manages the research grant portfolios of principal investigators (PIs) within the Department of Surgery. The Research Administrator performs administrative, financial, and pre-and post-award budgetary functions supporting departmental research activities.

    This position reports directly to the Director of Business Operations and Finance but communicates and interacts regularly with the Department of Surgery Vice Chair for Research, Scientific Director, Co-Directors of Surgical Translational Research, Clinical Faculty, and staff involved in research.

    In addition, the incumbent must establish and maintain professional relationships with the Offices of Sponsored Research and Grants and Contracts.

    Minimum Qualifications

    • Bachelor's degree in accounting or finance.
    • A minimum of three (3) years of related experience, including prior experience in an academic grant-funded environment.
    • Knowledge of and experience with the full scope of pre-award and post-award grant management, including mastery of terminology, standards, and tools for grant management.
    • Strong customer service orientation, with the ability to interact and collaborate positively, constructively, and effectively with multiple constituencies.
    • Project management skills, including efficiently leading and executing technical project activities, attention to detail, and effectively coordinating and communicating with stakeholders.
    • Working knowledge of eRA Commons (Federal Electronic Research Administration)
    • Interpersonal and emotional intelligence skills focused on establishing and maintaining productive relationships with faculty, peers, leadership, and other stakeholders.

    Job Duties
    Description of Job Duty

    Pre-Award Management:

    • Develop grant and contract proposals for faculty in the Department of Surgery.
    • Review and interpret agency guidelines before proposal preparation. This includes but is not limited to federal funding agencies, private foundations, and internal university opportunities.
    • Interpret the guidelines and notify investigators of any conflicts with university guidelines or regulations requiring special attention.
    • Provide technical assistance to the PIs during the grant and contract application process. This assistance includes but is not limited to coordinating deadlines and application forms, preparation of budgets by computing appropriate salary and fringe, subcontract costs, and indirect cost rates, preparation and coordination of subcontract agreement documents, and all other administrative specifications. In addition, the incumbent prepares, reviews, and evaluates proposal elements (bio sketches, current and pending support, facilities, resources, etc.) for consistency, accuracy, and completeness.
    • Review proposals for consistency with sponsor guidelines on budget, format, font size, and page limits, excluding narrative content (obtain and review sponsor guidelines).

    Post-Award Management:

    • Coordinate with the Office of Sponsored Research to establish subprojects and subcontracts.
    • Ensure the award is set up accurately and an RFAN is established.
    • Complete initial effort commitment forms to ensure monitoring mechanisms to ensure commitments and cost-sharing are tracked as per agency, university, and federal regulations.
    • Prepare progress reports for PIs to be apprised of the project fiscal status, annual reviews, milestones, or another agency report.
    • Analyze expenses, develop cost projections, and provide financial tracking and fiscal control to fulfill reporting requirements.
    • Prepare project summary reports for the Surgery Chair and Research Division Directors.
    • Process J-1 and H-1B visa applications for foreign research scholars.
    • Prepare and confirm the accuracy of research time and effort reports and distribute the reports monthly.
    • Track and manage grant and contract-related expenditures and reconcile monthly to ensure accuracy and compliance with agency and University regulations.
    • Ensure all expense transactions are allowable and are under the appropriate expense category (i.e., travel, tuition, lab supplies, office supplies),
    • Monitor subcontract invoicing and payments, ensure the correct IDC rate is charged, and ensure all personnel are correctly distributed.
    • Process journal entries and ensure they have been processed correctly.
    • Monitor budget projections on all grants and process budget transfers between categories.
    • Anticipate shortfalls and surpluses and notify investigators when there are potential issues.
    • Submit monthly reports to investigators and review payroll, travel, tuition, P-card, and voucher transactions.
    • Forecast future award expenditures.
    • Manage reporting and compliance timelines through the lifecycle of the grant or contract.
    • Review effort reports and manage the bi-annual effort certification process. Apply federal and MSM rules to the management of effort allocation appropriately for individuals compensated from federal awards.
    • Close out all funded projects consistent with the MSM process and timelines.

    Immunization Requirements

    It is MSM's Immunization policy that all Prospective Employees are required to provide proof that they are vaccinated against COVID -19 prior to commencement of employment.

    If employment will commence during Flu Season, MSM requires all individuals to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless granted an exemption.

    Failure to provide proof of vaccination for any required vaccines or obtain an exemption from MSM will result in rescission of a candidate's offer of employment or disciplinary action up to and including termination.
