    Department Summary:

    MITRE's Center for Government Effectiveness and Modernization (CGEM) works across US Treasury, Commerce, and the Veterans' Administration. These agencies affect every household in the country; our job is to make them more effective. The Tax and Data Analytics department (P823) is seeking a Principal Systems Engineer with a focus on data and analytics strategy and governance to join our team, located in McLean, VA. As a key member of our technical team, the Principal Systems Engineer will help the IRS and Tax Administration Division (ITA) by providing technical expertise and thought leadership in the area of data and analytics strategy and governance, including artificial intelligence (AI) strategy, governance, and assurance.

    Roles and Responsibilities:

    The Principal Systems Engineer will be responsible for technical contributions and, as needed, project and task leadership with a focus on data and analytics (including AI) strategy and governance. Roles and responsibilities include:

    • Apply expert level knowledge and experience to critical sponsor problems
    • Contribute to or lead technical projects as a principal technical leader or project leader
    • Coordinate with MITRE Labs to ensure ITA has the right technical approaches and staff resources to serve our sponsor
    • Develop and nurture working relationships with sponsors and stakeholders, becoming a trusted advisor in the sponsor organization and across the MITRE enterprise on major initiatives, policies, challenges, and priorities
    • Partner across MITRE divisions and departments to ensure the ITA work program has the resources and skillsets needed to deliver top-quality results to sponsors

    Responsibilities include:

    • Applying in-depth expertise in the field of data and artificial intelligence strategy, governance, and organizational change to critical sponsor problems
    • Developing technical solutions to meet sponsor needs
    • Providing task leadership or project leadership to small functional teams to drive outcomes and oversee tasking
    • Perform across a broad range of assignments
    • Engage with sponsors to present technical topics in a way that is intelligible to an executive audience and shape MITRE's tasking

    Basic Qualifications:

    • Requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
    • Possess or demonstrate the ability to gain a thorough understanding of the IRS sponsor's mission, organization, and environment
    • Excellent verbal and written communication skills along with the ability to articulate complex, highly technical topics to various levels within MITRE and sponsoring organizations
    • Demonstrated expertise in data, analytics, and/or AI governance, strategy, and management
    • Experience working with or leading multidisciplinary teams
    • Demonstrated ability to define outcomes and work plans for complex projects or programs
    • Ability to receive and maintain an IRS Minimum Background Investigation (MBI) Suitability (US government clearance)
    • This position requires a minimum of 50% hybrid on-site

    Preferred Qualifications:

    • 10+ years of related experience with an advanced degree in a related field
    • Experience working with or leading multidisciplinary teams
    • Demonstrated ability to define outcomes and work plans for mid-size projects or programs
    • Experience partnering with external organizations such as government, academia, and industry to deliver capabilities aligned to sponsor strategic priorities
    • Experience in shaping the workforce and skill mix to deliver quality work, program impact, and growth
