- Developing and administering short- and long-term goals and objectives for laboratory services and plans to achieve objectives.
- Developing, securing approval of and administering the annual operating budget for the department.
- Recruiting, interviewing, hiring, evaluating, coaching/disciplining (and when necessary, recommending the discharge) of staff.
- Recommending, developing, and ensuring implementation of departmental policies and procedures.
- Preparing and administering associate performance appraisals.
- Working with contractors and service providers to recommend capital and operating purchases, monitor equipment uptime, associate training on use of equipment and to assure high levels of performance.
- Working to ensure adequate staffing and appropriate workloads exist to support patient care needs.
- Interpreting, enforcing and supporting policies, procedures, protocols and the terms and conditions of the Union bargaining agreement.
- Representing the department to a variety of internal and external sources and representatives.
- Specifying quality and source of laboratory products and equipment.
- Negotiating contracts for identified products and equipment.
- Reviewing expense reports, monitoring budget performance, and auditing the use of reagents and supplies.
- Providing professional development opportunities for laboratory staff.
- Continually reviewing professional literature and attending seminars and workshops in order to be familiar with changes and innovations in laboratory practice. Maintaining professional affiliations and memberships in related organizations.
- Participating in and assuring implementation of decisions of committees and QI teams relating to laboratory services.
- Developing new programs, revising existing programs and performing financial analyses to provide comprehensive laboratory services to meet the needs of patients and the Medical Staff.
- Assuring department policies and procedures reflect legal, regulatory and accrediting standards and that the policies and procedures are followed.
- Preparing periodic summary reports for review.
- Completing other job-related assignments and special projects as directed.
- Attends and participates in department meetings and is accountable for all information shared.
- Completes mandatory education, annual competencies and department specific education within established timeframes.
- Completes annual employee health requirements within established timeframes.
- Maintains license/certification, registration in good standing throughout fiscal year.
- Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department.

- The level of knowledge, skills and abilities indicated below are normally acquired through the successful completion of a bachelor's degree in Medical Laboratory Science or one of the biological sciences. A Master's degree in Public Administration or Management is preferred. A minimum of six years' experience in a clinical laboratory with three years' experience managing all aspects of a hospital laboratory preferred. Must qualify as a Technical Supervisor and General Supervisor as defined in CFR and CFR Certification as a Medical Technologist by an appropriate accrediting agency, i.e., ASCP or equivalent is preferred.
- Demonstrates a high-level technical skills/knowledge of standard operating procedures for the management and provision of laboratory services and a comprehensive knowledge of federal and state standards and the requirements of regulatory and accreditation agencies.
- Demonstrates leadership, organizational and analytical skills necessary for budget development and control and human resource management.
- Demonstrates the interpersonal and communication skills, both verbal and written, necessary to interact and communicate effectively with a wide range of internal and external contacts. Also requires the ability to develop and maintain positive working relationships.
