    Under the direction of the Chief Financial Officer (CFO), the Director of Financial Planning & Analysis (DFPA) of Company provides financial expertise and leadership to a growing network of state of-the-art health centers serving Californias Central Valley.

    As a member of the organizations Finance Department, the DFPA is responsible for leading the budgeting, forecasting, and long term planning relating to the implementation of business strategic initiatives.

    The position will direct the financial modeling and reporting, forecasting, and provide reports and analysis on the fiscal and operational activities.


    Job Duties:
    1.

    Oversees and manages the day-to-day Financial Planning and Analysis (FP&A) functions, including directing a team of financial professionals responsible for facilitating processes, preparing reports, and providing insight.2.

    Leads budget projection reporting and analysis to ensure proper financial reporting. Acts as strategic advisor to senior leadership, providing financial insights, scenario analysis, and guidance on revenue optimization.3. Responsible for Employee Personnel Budget and calculating the correct provider to support staff ratios.4.

    Completes the development of budgets for internal control, provides information and assists staff and program directors in budget preparation, implementation, and control; prepares, balances, complies, and enters budget data performs statistical analysis of cash flow and budgets; monitors and evaluates budgets and cash flow for appropriateness to ensure fiscalsolvency and accountability.5.

    Performs monthly review and reconciliation of the different cost center accounts and locations for accuracy and completeness.6. Directs preparation and participation of monthly, quarterly, and annual closing of financial reports. Ensure that all reports are ran in accordance with the established policies and procedures.7.

    Responsible in preparing and processing clinic annual reports Office of State Health Planning and Development (OSHPD), Uniform Data System (UDS), Prospective PaymentSystem (PPS) Reconciliation and Medicare cost reports as directed.

    New Location Rate Setting with MediCal and MediCare.8. Coordinates with the Revenue Cycle team to review findings from analysis of account receivable activity.

    Recommends changes to improve effectiveness and efficiency to strengthen collection, for AR days reduction as well as collection turn around days.9.

    Develops and prepares all grant applications, creates new grant expense allocation, submits all expense reports on a monthly, quarterly, annual basis and Federal Financial Report (FFR) as required.10.

    Researches and analyzes financial data for any expansion or new business; creates, organizes, and maintain files using database and spreadsheet programs; retrieves and organizes data into required reporting formats; collects, retrieves and organizes data to identify financial discrepancies and recommends solutions.11.

    Coordinates with internal and external audit firm for periodic reviews and annual audits as required.

    Prepares all necessary reports for all audits, such as Health Resources and Services Administration (HRSA), Operational Site Visit (OSV) and Medi-Cal Audit.12.

    Applies a working knowledge of applicable laws and regulations; ensure compliance with Generally Accepted Accounting Principles (GAAP).13. Monitors and evaluates operation effectiveness.

    Identifies business trends, conducts root cause analysis of business concerns, draws conclusions, and recommends changes for improvements in order to ensure a high level of in performance, efficiency, quality, and compliance.14.

    Ensures the department provides cohesive support to the mission, vision, and core values while delivering superior customer service.15. Works closely with all corporate branches, divisions, and/or departments in accordance with Companys policies and procedures.16. Other duties and/or responsibilities as the DFPA may be assigned from time to time.17. Some travel may be required.

    Quality Assurance/Quality Improvement (QA/QI): Participate as required in QA/QI activities and contribute towards the overall quality improvement initiatives of theorganization.4.

    Information Technology (IT): May be required to learn and use the electronic health record and its components as required by the job functions and highlighted in the policies andprocedures.

    These components include NextGen, Practice Management System (PMS), Quality Systems Inc. (QSI), and other electronic features as they are developed andimplemented, as applicable to work environment.5.

    Patient Centered Medical Home (PCMH):
    All employees will participate in PCMH at Company

    6 Audits:
    Contribute to required Health Resources and Services Administration (HRSA) Operational Site Visit (OSV), The Joint Commission, and other audit events

    Qualifications, Education, and Experience:
    1. Bachelors Degree in Business Administration, Accounting, or Finance required, Masters degree preferred.2. Five (5) years of experience in Financial Planning and Analysis or a related field, preferably in a supervisory/management position.3. Prior experience in healthcare preferred.4. Proficient in Microsoft Suite (Excel and Access).


    Skills/Competencies:
    1. Ability to communicate and maintain an effective working relationship with staff and funding agencies personnel.2. Ability to operate independently, supervise personnel and train business unit personnel when necessary.3. Knowledge and understanding the principles and techniques of budget preparation, administration, statistical methods, technical writing, and related record keeping.4. Must be alert and respect confidentiality of information of all types general personnel, and/or patient related information.5. Promotes and believes in Companys mission statement.6.
