    PROJECT/SYSTEM/PROGRAM OVERVIEW

    The Department of Children and Families relies on key applications such as LINK and IV-E, which are crucial for Connecticuts Federally reimbursed SACWIS (Statewide Automated Child Welfare Information System). These applications have been continuously improved since 1996 to meet the evolving requirements driven by child welfare best practices and legislation. The agency is dedicated to developing a new Comprehensive Child Welfare information system to enhance the well-being of children in care.

    DCF Information Systems provides technology services and infrastructure to support roughly 3,300 employees. Their goal is to deliver cost-effective and high-quality technology solutions.

    SCOPE OF WORK

    • The agency is seeking a Business Analyst to join their team.
    • This consultant will work under the IT QA Manager, focusing on systems like AFCARS, NCANDS, NYTD, and IRS, as well as Title IV-E Foster Care Eligibility.
    • Key responsibilities include documenting business processes, developing migration strategies, creating proposals, and collaborating with various agencies and vendors to establish interface protocols.
    • The analyst will lead requirement gathering, agile process refinement, quality assurance, training, and application implementation.
    • Other duties involve mediating between different teams, analyzing workflows, identifying improvements, and maintaining accurate documentation.
    • Required skills and experience:
      • Minimum 5 years of experience in Child Welfare, Business Process Mapping, Data Quality, and regulatory compliance.
      • Experience with high-level management, DCF Development Practices, Lean and Agile methodologies.
      • Proficiency in creating detailed business requirements, testing processes, and using Microsoft Office Suite.
