    Qualifications/Requirements:

    EDUCATION
    Bachelor's Degree in Accounting or Business with strong focus on Accounting practices required. Must have Direct Construction Accounting & Cost Reporting hands on experience (5 years minimum). CPA knowledge a plus.

    REQUIRED SKILLS
    Minimum of (5) years construction accounting experience in a multi-project environment
    Thorough familiarity with construction practices, materials, means, methods, and techniques
    Possess knowledge of construction management from pre-construction to construction completion
    Ability to assist in the implementation job cost systems, processes, and procedures
    Ability to manage administrative personnel
    Possess a team orientation to management and USRC Mission, Vision, Values and culture
    Attention to detail, accuracy, and timeliness
    Possess strong written and oral communication skills
    Ability to Multi-task in an efficient, professional and calm manner

    TECHNICAL REQUIREMENTS:

    Proficiency in the use of:
    MS Word
    MS Outlook
    MS Project - scheduling and reporting
    ProCore, E-Builder, ProjectMates (or other) Project Management Information System (PMiS) Document Control and Budgeting
    Advanced Excel used in estimating, bid comparison, budgeting, Org. Charting,
    Industry Standard Accounting systems and software & web based tools
    Proficient in use of Power Point presentations

    Job Description

    Provide leadership role in Job Cost Accounting and Reporting in support of USRC Construction Management, Pre-Construction and Design Services. Adheres to all USRC Compliance program(s), including all regulatory and policy requirements.

    Works at the direction of the VP, Design and Construction (VPDC) to implement and manage Job Cost Accounting processes and standards for all Capital Expenditure (CAPEX) projects.

    This shall include, but not be limited to, Job Cost Accounting, Reporting and Administrative initiatives related to Construction Department activities.

    Includes development and implementation, followed by management of policies, procedures and standards for Pre-Construction Budgeting, Job Cost Accounting and Project Management Reporting.

    Responsible for assisting in the integration of Cost Estimating, with Cost Reporting and Accounting.

    Assist with implementation of inter-departmental cost management as outlined in the management program established by the VP, Design and Construction.

    Essential Duties and Responsibilities
    Development and implementation of Job cost reporting system Integrated Cost Estimating, Cost Accounting and Cost Control program
    Insurance, Lien Waiver and Contract management
    Leadership in the compliant implementation and management of a competitive project procurement process, including Contractor/Vendor financial prequalification.
    Act as Financial Reporting Advisor to USRC Corporate Accounting, Executive and Operations partners as needed.
    Manage confidential information ie, personnel, wage, corporate, SG&A, cost estimates, current and historical job cost data.

    Liaison with USRC Corporate Accounting for Project Management Information System (PMIS) to Corporate Accounting software (ERP) integration and data exchange.

    Liaison with Corporate Accounting for the development of CAPEX accounting processes and standards.
    Oversight and management of construction industry standard, compliant cost management.

    Develop and implement Master Job Cost System (Job numbers and Cost codes based on Construction Specifications Institute (CSI) 2011 template, and act as advisor to Construction Management, Pre-Construction and Corporate Accounting staff.

    Cost Reporting Development of Integrated Cost Estimating/Accounting/Controls
    Directly responsible to train and monitoring timely, accurate reporting by Project Managers (in use of Job Cost System)
    Manage and instruct Project Managers in the use of Committed Cost Projection tools
    Insurance, Contracts & Lien Waivers; Provide Guidance and instruction regarding (keeping department up on Legal Requirements)
    Assist in coordination & use of office personnel or resources (Estimating Admin. Assist, Receptionist/Secretary support of the Job Cost Accounting/Reporting Manager).

    Competitive bid process (Building & Site Work): Support Estimating Team and aid at crunch time as needed to expedite bid packages.

    Financial Reporting Advisor to VP of Design and Construction work at the direction of the VP in support of programs and initiatives related to the Financial operation of the Design and Construction department.
