    Description

    Duties * Monitors and executes cargo bookings IAW contracts/agreements ensuring that operations and transportation/distribution decisions are in compliance with contract terms and conditions.

    * Conducts comprehensive review of movement options considering delivery requirements, lowest overall cost, contractual requirements, and other mission requirements.

    * Incumbent utilizes broad knowledge of the contract and transportation law, procedures, policies, regulations, organizational structures, lines of communications, and automated systems to accomplish goals and standards.

    * Provides technical cargo transportation and distribution advice and guidance on all aspects of SDDC cargo movements worldwide.

    * Assists SDDC Brigade Booking Offices and customers with the business processes and operating procedures for submitting cargo shipment requirements to include modes and formats.

    * Resolves problems presented by Booking Offices or customers and recommends systemic and/or procedural changes to correct shortfalls.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

    * This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. * This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

    * Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.

    * This is a Temp position scheduled to last NTE 1 YEAR. * This is an obligated position.

    Specialized Experience:

    One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) conducting studies to identify trends, present data and/or plan movement of intermodal and/or OCONUS transportations; 2) applying transportation regulations to analyze requirements and resolve problems of a procedural or factual nature for compliance; 3) utilizing transportation systems such as (IBS Sust, IBS CSS, iSDDC, Gates, JOPES, GFM, etc.); and 4) administering the terms and conditions of contracts.

    Ph.

    D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

    with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

    Add the two percentages.

    Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09)


    Education FOREIGN EDUCATION:

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

    education program; or full credit has been given for the courses at a U.S. accredited college or university.
