    Description

    The Traffic Supervisor Position is a Team Leader, Solutionist, Mentor, and Community Educator; embraces new Technology and provides the highest level of professionalism, integrity and services to a diverse and growing community through engaged communication with team members across all departments.

    Essential Duties

    ESSENTIAL DUTIES
    • Supervises assigned personnel in performing work involving the installation, troubleshooting and maintenance of traffic signal control equipment and the installation and maintenance of traffic signs, crosswalks and other traffic control markings.
    • Approves paper work on a variety of subjects including timesheets and employee evaluations. Ensures that traffic signal installation, road sign placement, pavement markings, and related activities are conducted in compliance with the Manual on Uniform Traffic Control Devices (MUTCD) regulations, standards, and specifications, including guidelines governing placement height, visibility, sign size, sign color, location, and other criteria.
    • Maintains accurate records of maintenance and replacement of traffic signal control parts and equipment.
    • Performs on site service calls related to traffic signal control equipment, diagnoses and repairs malfunctions. Inspects and identifies traffic signals and street light equipment and provides maintenance or repairs as needed.
    • Operates a computer and associated software in the field and in the office.
    • Responds to complaints regarding traffic signal problems, damaged or missing signs, providing information or taking appropriate action in repairing or replacing item.
    • Interprets, plans and performs work from engineering drawings, electronic schematic diagrams, and work orders.
    • Operates and interprets readings from various diagnostic test equipment.
    • Explores different work methods and researches a variety of equipment and materials in order to improve time, efficiency, and control costs.
    • Prepares annual budget requests and monitors expenses to ensure that costs are kept within the budget.
    • Makes recommendations for replacement of broken or damaged tools and equipment, ensures tools and supplies are properly stored and secured.
    • Monitors inventory levels and initiates purchase orders for needed materials and supplies. Performs emergency repairs after normal duty hours, including weekends and holidays.
    • Performs duties of subordinates as needed or as required.
    • May serve on various employee committees, as required and assigned.

    Minimum Qualifications

    EDUCATION AND EXPERIENCE:
    • Minimum requirements: graduation from high school or GED; five years of experience working with electronics, electricity or combination.
    • Preferred requirements: two (2) year's progressively responsible experience as a technician in the trouble-shooting and maintenance of traffic control systems; an Associates in computer science / electronics; and/or journeyman electrician.
    KNOWLEDGE, SKILLS, AND ABILITIIES:

    Knowledge of:
    • Solid state electronics repair practices, standards and methods
    • Manual of Uniform Traffic Control Devices (MUTCD)
    • Knowledge of principles and practices of traffic control
    • Knowledge and understanding to install, test, and repair fiber optic cable, switches and auxiliary components.
    • Traffic Calming Techniques
    Skills in:
    • Good Oral and written communication skills
    • Diagnosing, repairing and maintaining a variety of electrical and electronic systems.
    • Using and caring for the tools, equipment and materials of the electrical trade.
    • Reading and understanding electrical and electronic schematics, engineering plans, specifications, wiring diagrams, striping and pavement marking layout.
    • Establishing and maintaining cooperative and effective working relationships with coworkers, supervisors, other city staff, and the public.
    Ability to:
    • Operate a laptop and a variety of testing software for diagnosing and troubleshooting;
    • Work safely around voltage circuits; ability to apply proper safety procedures when working in traffic; ability to work from boom trucks at a height of up to 40 feet.
    • Support diversity and multi-cultural understanding in the workplace.
    • Adapt and flex to schedule changes as necessary, and willingness to accept "call out" status for emergency situations.
    • Maintain consistent and punctual attendance.

    • Ability to establish and maintain effective working relationships with all City department personnel and general public.
    LICENSING AND CERTIFICATIONS
    • Valid state issued driver's license.
    • Ability to obtain a ATSSA Traffic Control Supervisor certification within one (1) year from date of hire.
    • Ability to obtain an International Municipal Signal Association (IMSA) Traffic Signal Inspector certification within two (2) years from date of hire.
    • Ability to obtain a Work Zone Safety certification within one (1) year from date of hire.
    • Ability to obtain a International Municipal Signal Association (IMSA) Traffic Signal Technician Level II certification within two (2) years from date of hire.

    Physically perform the essential functions for the job including:
    • Adequate hearing to effectively hear voice radio and telephone conversations, road way traffic, and alarms in a noisy environment;
    • Manual and finger dexterity sufficient to manipulate small objects;
    • Adequate vision to view computer terminals, perform close work and distinguish between color-coded electronic parts;
    • Climb ladders and lift/carry bulky, heavy objects such as signal heads (approximately 50 lbs.).

    While performing the duties of this job, the employee regularly works near moving mechanical parts and equipment and regularly works outdoors. The employee occasionally works in high, precarious places and is frequently exposed to adverse weather conditions, fumes or airborne particles, toxic or caustic chemicals, vibration, close proximity to traffic and risk of electrical shock.

    All weather conditions should be expected. Work site may be wet and slippery. Lighting may be limited, movement may be restricted, and loud noises may be present.
    • The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
    • Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
    • Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
    • CDL pay - $6,000 per year (if applicable).
    • PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
    • Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
    • Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
    • Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
    • Retention Incentive - $600 incentive yearly with years 1-9 of completed service
    • 13 Paid Holidays.
    • Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
    • Military Leave hours per year for general, per year for HPD, 360 hours per year for HFD).
