    Position Description
    This is a Non-Civil Service position with Metro Action Commission.
    The Human Resources Business Partner serves as a strategic partner that aligns organization objectives within assigned business units.

    The Human Resources Business Partner acts as an employee champion and change agent in addition to assessing and anticipating Human Resources needs.

    Uphold the Mission, Vision, Values, and Philosophy of the Metropolitan Action Commission.

    Work Hours are 8-4:30pm, Monday-Friday

    Typical Duties

    • Partner with organization leaders in one or more divisions to support employee relations, workforce planning, recruitment, training, leave programs, safety, affirmative action, employment equity programs, and personnel research.
    • Support Human Resources functions and administration involving the maintenance of related records within multiple HR systems.
    • Support employee management and processes related to payroll in partnership with the finance team.
    • Manage confidential and complex employee relations investigations.
    • Provide support and advice to supervisors, managers, and leaders on methods and approaches to resolve employee performance issues and support employee development efforts, engaging legal advisors, as needed.
    • Administer agency Human Resources policies, programs, and procedures, and provide human resources guidance and occasional training across the organization in support of organization policies.
    • Administer new hire and benefits orientation/onboarding, benefits eligibility management, audits, and leave administration.
    • Participate in the development and updating of Human Resources programs and procedures to communicate and effectively implement within the organization.
    • Analyze trends and metrics in partnership with the organization data teams and leadership group to develop solutions, programs, and policies.
    • Develop relationships with organizations and educational institutions to increase the recruitment pool.
    • Maintain compliance and understanding with federal and various states regulations concerning employment practices to include Title VI, Title VII, ADEA, ADA, Equal Pay Act, FLSA, and FMLA. Also, compliance with TN Department of Human Services as well as the US Department of Health and Human Services human resources requirements.
    • Interface with the agency 2GEN/Whole family initiatives through special projects.
    • Serve as the liaison with Metro Government Human Resources.
    • Complete other duties as assigned.
    SUPERVISION EXERCISED/SUPERVISION RECEIVED
    This is primarily a non-supervisory classification however may be asked to supervise the clerical or program assistant.
    This classification works under direct supervision of the Director of Administration Services & Operations.
    WORKING ENVIRONMENT/PHYSICAL DEMANDS
    This classification works primarily in an office setting under generally favorable working conditions. The work area is adequately lighted, heated, and ventilated. There may be some walking, standing, bending, carrying of light items, etc. No special physical demands are required to perform the work.
    Minimum Qualifications

    EDUCATION AND EXPERIENCE

    Bachelor's Degree, preferably in Human Resources Management or Psychology, from an accredited college or university and six (6) years of professional personnel experience, including two (2) years of supervisory or management experience.

    Other degrees considered with relevant experience.
    Candidates with accreditations earned in a foreign institute are encouraged to apply.

    • Evaluate the labor environment and current trends to recommend and implement appropriate responses.

    • Capable of appropriately handling highly confidential documents and information.
    • Highly organized and able to prioritize, in a fastpaced environment.

    • Ability to selfmanage and multitask efficiently, competent time manager.
    • Excellent interpersonal and communication skills (verbal and written)

    • Shall be a resident of the State of Tennessee or become a resident of the state within six (6) months of employment with the Metropolitan Government.

    LICENSES REQUIRED
    A Valid Tennessee Driver's License is required for this position.
