    Qualifications

    Education and Experience:
    Graduation from an accredited college or university with a bachelor's degree and experience equivalent to one year in one or a combination of the following: 1) professional child/adult care program evaluation or administration, 2) professional care of children/adults 3) professional education, 4) professional social services, or 5) non-professional experience assisting teachers or in child/adult care at a facility licensed or certified by a local, state, or federal government.

    Substitution of Education for Experience:


    Additional graduate course work in one or a combination of the following may be substituted for the required experience on a year-for-year basis, to a maximum of one year: (1) Education Administration; (2) Educational or Developmental Psychology; (3) Early Childhood or Elementary Education; or (4) any field related to child/adult care (e.g., 36 graduate quarter hours may be substituted for one year of required experience).


    Necessary Special Qualifications :

    Applicants for this class must:
    Complete a criminal history disclosure form in a manner approved by the appointing authority;
    Submit to a review of the Indicated Persons Registry of the Department of Children's Services;
    Agree to release all records involving their criminal history to the appointing authority;
    Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
    Submit to a review of their status on the Department of Health's vulnerable persons registry;
    Possess a valid driver's license as driving is an essential function of the position.

    Summary

    Summary:


    Under immediate supervision, is responsible for professional child/adult care program evaluation work of average difficulty to ensure quality, accessibility, and the health and safety of children/adults in licensed care facilities and programs; and performs related work as required.


    Distinguishing Features:
    This is the entry level class in the professional DHS Licensing Consultant sub-series.

    An employee in this class partners with child/adult care facilities to maintain adherence with licensure regulations, evaluates quality indicators, investigates complaints against licensed and unlicensed child/adult care facilities, and makes recommendations for issuance, denial, or approval of licensure and quality improvement.

    This class differs from that of DHS Licensing Consultant 2* in that the latter functions at a proficient level capacity and provides on the job training and mentoring to new employees through job shadowing under general supervision.

    *An applicant appointed to this classification will be reclassified to a DHS Licensing Consultant 2 after successful completion of a mandatory one-year training period; `unacceptable or `needs improvement performance ratings during the training period will result in an automatic demotion or termination.
    Responsibilities

    Conducts monitoring visits to providers to support compliance with rules, monitor quality, and serves as the point of contact for their assigned providers for questions regarding rules.

    Identifies programs needing improvements so the assigned supervisor may coordinate activities with quality partners to facilitate the development of an improvement plan.

    Assists in monitoring assigned improvement plan to continuously ensure the plan is being implemented and offers information and recommendations if modifications are needed.

    Utilizes internal monitoring and quality assessment tools to document necessary program features for reporting needs. Maintains up to date knowledge on how to score features within tool for accurate reporting.

    Learns to determine potential barriers to licensure compliance and unique needs of the individual program including facility expansion, playground renovation, and age-appropriate practices.

    Learns to provide counseling to existing or proposed child/adult care agencies to develop and improve programs and physical facilities; answers questions regarding issues related to licensure including concerns about applications, grants, and rating assessment systems.

    Assists in investigating complaints of alleged violations of licensure regulations including potential cases of abuse, neglect, and illegal actions. Conducts interviews with involved parties for details regarding the complaint in order to determine validity. This includes investigating illegal operators.
    Assists in advising developmentally appropriate practices by providing technical assistance. Assists in coordinating targeted technical assistance, mentoring, coaching, and training activities in collaboration with quality partners when necessary.

    Identifies and coordinates opportunities to meet providers' training needs relating to children's health and safety, business development, budgeting, early childhood education, developmentally appropriate practices, appropriate social-emotional growth, or other needs based on observations, and relevant law or policy changes.

    Assists in developing constructive and cooperative working relationships with child/adult care agencies, local education agencies, local governmental agencies, co-workers, supervisors, and other partnering agencies to ensure every family has access to quality care for their child/adult.

    Maintains accurate reports, records, and data to ensure services are documented appropriately to internal expectations. Responds timely, accurately, and appropriately to internal and external inquiries for records, information, and data.
    Drafts recommendations for actions against agencies based on monitoring and/or investigation results and may testify in court about violations. Instructs programs in development and continued monitoring of a plan of corrective action to resolve non-compliance.

    Utilizes available training and professional development opportunities to keep current and apply the latest policies, technologies, best practices, and procedures.

    Partners with child/adult care providers to ensure correct application of regulations in order to support developmentally appropriate practices that promotes educationally rich environments within the facility.
