    Duties * Speaks publicly and participates in local and out-of-town procurement conferences, workshops, and seminars, and trainings to advise on Small Business program and procedures.

    * Participates in meetings and conferences as a United States Army Corps of Engineers (USACE) representative and subject matter expert and technical authority for the Headquarters Small Business (HQ CESB).

    * Guides and provides training to the USACE 9 Divisions and 43 Districts and other Center's activities towards the accomplishment on matters as it relates to the Small Business Program.

    * Develops and recommends instructions, procedures, and other guidelines in support of HQ CESB Small Business programs.

    * Manages systems to track small business socio-economic achievements and performance, analyzes trends and reports of related findings to management.

    * Develops and updates outreach documents and educational programs for conducting business with the Federal government and other agencies. * Manages a repository of Small Business Program documents.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

    A background investigation and credit check are required. * This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. * This is an Army Acquisition, Logistics and Technology Workforce position.

    Selectees must meet position requirements for certification at Level III in the Contracting Career Field 14 within 24 months of entrance on duty.

    Basic Requirement for Procurement Analyst (Department of Defense (DoD) qualification standards):
    Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees


    OR Exemption:

    You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


    Specialized Experience:

    One year of specialized experience which includes: serving as Senior Procurement Analyst in providing guidance, advice and consultation on small business programs, procurement and acquisition; planning, developing, interpreting and implementing new/revised policies, procedures and guidelines and/or legislation; performing analysis to conduct, evaluate, monitor and assess metrics and strategies to produce recommendations, solutions and problem solving for improvement in mission requirements, initiatives and operation; communicating with higher echelon to persuade, justify, support, defend, and advocate for organization and small business programs; collaborating on multinational teams to ensure compliance; and coordinating acquisition training for the acquisition workforce.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.


    Time in Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13)


    Education FOREIGN EDUCATION:

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

    education program; or full credit has been given for the courses at a U.S. accredited college or university.
