    Summary of Responsibilities

    The Gateway Development Commission is in search of a Deputy Chief, Contract and Grants Administration, and Policy Adviser who can offer strategic leadership in managing contracts, grants, and policy development within the Programs Department. This role, reporting to the Principal Deputy Chief, Planning, Policy, Contracts, and Grants, is crucial for ensuring effective contract management, compliance, and policy guidance in infrastructure development.

    Essential Functions

    • Implement strategic leadership for contract and grants administration to align with organizational objectives.
    • Manage and align the Contract and Grants Administration team to fulfill contract requirements and contingent labor solutions.
    • Collaborate with internal and external partners to define and participate in the contingent workforce process.
    • Develop and oversee processes and policies for reviewing, accepting deliverables, and managing changes linked to major professional services contracts.
    • Foster long-term relationships with vendors and key internal partners to ensure effective collaboration.
    • Create strategies to adjust staffing needs based on demand fluctuations.
    • Collaborate with the Principal Deputy Chief, Planning, Policy, Contracts, and Grants, to ensure policy and procedure alignment.
    • Establish a reporting mechanism for key metrics to executive leadership regarding professional service contracts.
    • Act as a primary link between the Commission and Federal Railroad Administration and Federal Transit Administration, overseeing the Commission's grants management program.
    • Advise the Chief Executive Officer and Chief Program Officer on policy matters affecting the Hudson Tunnel Project. Prepare presentations or executive briefings when necessary.
    • Provide training, education, and drive change management throughout the organization.

    Job Requirements

    • Bachelor's degree in business or a related field is mandatory.
    • A minimum of ten years of experience supporting complex infrastructure projects, including stakeholder management, with increasing levels of responsibility.
    • Experience in managing relationships with federal funding agencies is essential. Experience in liaising with the Federal Transit Administration and/or Federal Railroad Administration is preferred.
    • Demonstrated program/project management skills, from strategy to execution.
    • Strong abilities in relationship-building and influencing to make progress and eliminate obstacles in projects.
    • Education can substitute for experience and vice versa if the candidate's overall qualifications meet the position requirements.

    Project Background

    The Gateway Program is a critical infrastructure initiative – a comprehensive series of rail investments designed to enhance commuter and intercity services, introduce necessary resiliency, and ultimately establish new capacity between Newark, New Jersey, and New York City, the busiest segment of the Northeast Corridor (NEC). The NEC, from Boston, Massachusetts to Washington, D.C., is the busiest rail corridor in the nation, supporting a region that generates 20% of the Gross National Product. The 10-mile section of the NEC covered by the Gateway Program carries over 200,000 daily Amtrak and NJ TRANSIT passenger trips on about 450 trains under regular conditions and is a crucial artery in the region.

    The initial phase of the Gateway Program involves the Hudson Tunnel Project, including the construction of a new two-track tunnel beneath the Hudson River connecting to Penn Station New York and the complete restoration of the existing 110-year-old North River Tunnel. This project aims to provide operational flexibility, rail network redundancy, and resilience against future Hudson River rail crossing disruptions. The environmental review for the project was finalized in May 2021.

    The Gateway Development Commission, formed through bi-state legislation, is responsible for funding and overseeing the Hudson Tunnel Project. The Commission is overseen by a Board of 7 Commissioners appointed by Amtrak, New Jersey, and the New York State Department of Transportation, and collaborates with Amtrak, NJ TRANSIT, and the Port Authority of New York and New Jersey.
