    Description

    Transportation Specialist (Open to both U.S. Citizens and Federal Employees)*Department of Transportation
    You will serve as the Transportation Specialist on the Engineering and Operations Team for the Alaska Division Office. As Transportation Specialist, the principal duties are to lead coordination within the Alaska Division of all activities related to program and process reviews; coordination of Transportation Performance Management (TPM); and management of key programs such as Discretionary Programs and the Recreational Trails Program.

    • Duties
      The Transportation Specialist: Coordinates and manages the Discretionary Program, including Direct Recipient activities associated with the development of Project and Grant Agreements; administration of projects and grants, reviewing project vouchers, and associated reporting including performance measures.
    • Leads Direct Recipient project and grant activities, ensures advancement of projects, coordinates activities with staff, and briefs the Leadership Team on status.
    • Coordinates the development of scope, charter, and key milestone steps for program/process reviews within the Division as risk response strategies as well as for high focus areas contained in the Alaska Division Office Unit Plan.
    • Monitors the advancements of program/process reviews for timely completion and actively works with key personnel to forward to completion any stalled reviews.
    • Analyzes trends and recurring issues found during various program and process reviews and project/trip spot checks and inspection reports. Strategically uses findings of analysis of trends from reviews and other Division reports to help identify areas of risk for the next performance year.
      The ideal candidate is a motivated mid/to upper-career individual with experience administering elements of the Federal-aid Highway Program, including but not limited to contract administration, grant program or project management; and experience conveying ideas and concepts in meetings and discussions, and in writing.Requirements

    • GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time in grade restrictions contained in 5 CFR 300, Subpart F.

    QualificationsTo meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.
    To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:*
    Experience administering or overseeing elements of the Federal-aid Highway Program and Federal Grant programs while working directly with a State DOT or similar partner.*To qualify for the Grade 13
    , you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience administering or overseeing elements of the Federal-aid Highway Program and Federal Grant programs while working directly with a State DOT or similar partner; AND
    Experience in consultation with others, developing viable alternatives and helping to resolve technical transportation issues or conflicts that arise with processes or outcomes.
    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:* Mastery level knowledge of theories, principles and technical tools of Strategic Planning, Transportation Performance Management (TPM), Discretionary Program Management, leading the unique needs of special projects, Continuous Process Improvement, and proactive utilization of Benchmarking techniques.

    The selected person utilizes their knowledge in these key areas to evaluate strategic and quality initiatives, makes recommendations for process improvements, advance to completion a wide variety of process reviews, leads quality improvement initiatives, and advances associated actions which will result in the improvement of transportation or engineering processes or programs.
    • Mastery level knowledge of theories, principles, and tools of strategic planning, asset management and TPM.
    • Mastery level knowledge of data processing and analysis to evaluate and interpret data, and knowledge in methods of presenting detailed technical data via presentations and reports.
    • Mastery level knowledge of transportation Discretionary Program Management principles and methods and funding requirements to ensure effective and fiscally responsible program administration and plans.

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.

    *In addition to the salary shown above, the salary for this position will also include a COLA of 2.48% for Juneau, Alaska.
