    Job Summary

    As a member of the American Indian Well-Being quality assurance staff, this position participates in the design, development, implementation and coordination of activities, functions, operations and process and procedures of the state's Indian child welfare compliance, quality improvement process in order to comply with state and federal requirements.

    This position is responsible for conducting compliance complaint reviews/assist with compliance and quality improvement processes in collaboration with tribes, counties, division staff and other stakeholders, primarily in the areas of Indian child welfare where a child is identified as an Indian child.

    Additional responsibilities include but are not limited to the following:
    • Plays a significant role in compliance and advancing/improving practice specific to the application of laws, regulations and best practices related to working with American Indian children and families, e.g., ICWA, MIFPA, Tribal/State Agreement, BIA regulations and BIA guidelines.
    • Works closely with complainants, county and tribal agency directors and staff in carrying out primary responsibilities and achieving improved performance for being compliant with the Indian Child Welfare Act and Minnesota Indian Family Preservation Act through the Tribal/State Agreement (TSA) including a continuous complaint case review processes evaluation, corrective action plan developments and monitoring, development and delivery of training necessary to assist Minnesota counties in becoming compliant when non-compliance has been determined.
    • Collaborate with other division staff and key stakeholders is responsible for maintaining mechanisms for communicating key findings from compliance complaint processes and training needs that relate to Division management.

    Qualifications

    Minimum Qualifications

    Three (3) years professional experience working with public welfare programs.

    Experience must meet all bulleted points below to be considered:
    • Knowledge and ability to do strategic planning for quality assurance programs statewide
    • Knowledge of child welfare, child protection and/or foster care programs and standards
    • Knowledge of state statutes, rules and regulations, including ICWA and MIFPA (Minnesota Indian Family Preservation Act)
    • Experience with collaborative relationships with social services staff at federal, state, county local levels
    Bachelor's Degree in human services, social services or related field may substitute for 1 year of experience

    OR

    Master's degree in human services, social services or related field may substitute for 2 years of experience

    Preferred Qualifications
    • Variety of experiences working effectively with others from different backgrounds and cultures
    • Knowledge of Indian child welfare implementation and best practices
    • Experience with evaluating child welfare practice using qualitative case review processes and quantitative data
    • Excellent writing and communication skills
    • Experience with Microsoft Word, Excel and PowerPoint
