    Job Description Sourcing Recruiter A2D ) Description Position Overview:

    T he Human Resources Division seeks an energetic and engaging individual with creative talent acquisition/ recruitment experience to contribute to the Commonwealths ability to attract and hire quality, diverse talent.

    This T BD TITLE is a contributing member of the Human Resources Divisions Department of Strategic Workforce Planning team focused on sourcing , s creening , and hiring candidates a cross the Commonwealths executive departments .

    We are looking for someone who has successful sourcing and recruiting experience that can bring new ideas, new approaches and leverage different online and social platforms and additional tools to help us find and hire great talent.

    This key role will partner and support across all the Executive Departments , as needed, to substantially increase the volume of qualified candidates and new hires to fulfill the Commonwealths talent acquisition objectives .

    They will be responsible for screening and qualifying potential candidate s , using the Commonwealths applicant tracking system (ATS) as a tool for managing candidates, managing and scheduli ng interviews according to stakeholder and business needs , relationship-building and supporting /supplementing the Commonwea l ths other recruiters and hiring managers , and helping to manag e the interview-to-hire process.

    To be successful in this role, candidates should have strong talent acquisition skills, successful experience as a recruiter, be self-directed, have extensive customer service and communication skills, thrive in a team and partnership environment, think critically and creatively, and contribute to the Commonwealths mission of finding , developing, and retaining the best talent .

    Responsibilities You are a self-starter who c reate s and manage s effective talent acquisition strategies and processes to identify, source, evaluate and endorse a high volume of the most qualified candidatesYou successfully develop diverse talent pipelines and maintain candidate databasesYou are ready to promote the Commonwealths employer brand as an employer of choiceYou live to hunt for excellent candidates, and p roactively search , qualify, and manage lists of talent pools and potential candidates using various sourcing /recruiting techniquesYou are prepared to partner with a variety of hiring managers and support those who may not have expert ise in the recruiting processYou use known strategi es to deliver a qualified and diverse pool of candidates to hiring managers and other recruiting teams in an effective , efficient, and supportive mannerYou use broad market information and knowledge to build relationships and network s, and maintain a pipeline of qualified candidates for the CommonwealthYou provide subject matter expertise in working with contemporary applicant tracking systems (ATS) , and all social media and online recruiting and talent acquisition platform sYou d evelop and execute a sound strategy for each search; manage the end-to-end recruiting process while ensuring a positive candidate and business partner experienceYou develop strong partnerships with agency leaders , HR business partners , recruiters, and hiring managersYou ensure an impressive candidate experience through thorough and timely communication and feedback , by coaching and project managing your business partn e rs and stakehold e rs as needed, as well as managing and guiding best practices for interview preparedness and effective interview formatsYou are hungry for metrics and data , and deliver reports and insights for strategic analysis of recruiting campaigns and overall talent acquisition successQualifications Minimum of 5 years large enterprise recruiting and hiring experienceOutstanding communication , collaboration , presentation and writing skillsStrong competenc ies and skills in cold calling, networking, innovative sourcing and building talent communitiesStrong proficiency with Internet based applications , Taleo or other ATS applications, and the Microsoft O ffice suite , especially Outlook, Teams, Excel, Word and PowerPoint .

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) three years of full-time, or equivalent part-time professional experience in human resources work, or (B) any equivalent combination of the required experience and the substitutions below: Substitutions I.

    An Associate's degree may be substituted for a maximum of one year of the required (A) experience*.II. Bachelor's degree or higher may be substituted for a maximum of two years of the required (A) experience*.III.

    A Graduate degree with a major in Human Resources Management, Human Resources Administration or Public Administration may be substituted for the required experience*.

    Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

    The classification may require possession of a current and valid motor vehicle driver's license at a class level specific to assignment.
