    DISTINGUISING CHARACTERISTICS OF THE CLASS:


    This position is a key leader in the successful financial operations of the City and will be responsible for ensuring City funds are managed effectively and are accurately reported.

    Work involves carrying out a variety of financial duties and assisting the Chief Financial Officer (CFO) drive the strategic direction of the City's financial operations.

    The Deputy Chief Financial Officer will work closely with CFO, providing direct support and guidance in the development and implementation of the City's financial objectives, policies, procedures, and managing the Finance department including Accounts Payable and Receivable, Budgeting, General Ledger Accounting, and Payroll.


    Essential Job FunctionsESSENTIAL JOB FUNCTIONS:


    Serves as financial expert/consultant to the Chief Financial Officer by providing counsel, expertise, and guidance to the City management, administrators, and staff in financial services matters; Leads and inspires the Financial Services team in the delivery of financial processes, developing cross-functional partnerships, and providing innovative and reliable financial guidance; Directs staff in the performance and completion of analysis, measurement, and reporting of financial and operational activities within the General Ledger Accounting, Grant Accounting, Treasury, Accounts Payable and Receivable, Budgeting, Planning & Analysis, Payroll, Financial Systems, and Purchasing & Contracting teams; Oversees the development and preparation of the annual budget for the City; Directs, oversees, and monitors financial and strategic planning to assure fiscal integrity and accountability for the City; Develops and implements long and short-term plans and activities to meet both the operational and financial goals of the City, including the prioritization of resources.

    Implements a strategy to ensure that the City's budget and expenditures align to the goals of the City; Prepares annual expenditure projections; Develops and maintains spreadsheets to monitor and control expenditures and other operating expenses; Complies with 'Truth in Millage' guidelines; Assesses the impact of the Capital Improvement Plan on the operating budget; Prepares official documents for tax and budget certification; Assists with the City Manager's budget presentation to the City Council; Assists in the preparation of mandated advertisements and documentation required for public hearings and the adoption of the final budget by City Council; Reviews department budget transfers; Attends Council meetings, community meetings, public hearings and City staff meetings; Makes oral presentations when required.

    Minimum RequirementsMust have at least a Bachelor' s Degree in Accounting, Finance, or related field; plus, extensive (8 or more years) experience in Finance, Accounting, and/or Budgeting working in a public sector environment.

    A Certified Public Accountant (CPA) License is required.
    A Valid Florida Driver's License.

    SkillsThrough knowledge of GASB pronouncements, general laws, and administrative policies governing municipal financial practices and procedures; Proven ability to influence and develop strong working relationships with multiple partners, including leaders, peers, and external stakeholders; Commitment and demonstrated experiences of leading, coaching, and guiding organizational change to increase cultural and linguistic diversity within organizations and/or departments; Strategic thinking capability paired with the ability to motivate others; Ability to lead collaborative teams and mentor personnel; Experience working and/or consulting in a unionized environment; Ability to deliver excellence in the fields of Finance and Accounting through large teams in complex environments; Ability to develop consistency of process while demonstrating in an environment of transformation and change; Extensive knowledge of budget preparation methodologies and ability to apply such to the City's budgeting system; Thorough knowledge of municipal governmental accounting practices and generally accepted accounting principles and reporting requirements; Ability to use objective and analytical processes to project revenues and expenditures; Ability to express ideas clearly and concisely, orally and in writing.
