    Description

    Introduction

    The company aims to ensure effective financial management of public resources, high standards of professionalism, integrity, and expanding opportunities for residents and businesses. Currently seeking a Cash Management Division Support member to join the team.

    Position Highlights:

    • Full-Time, 40 hours per week
    • 1st Shift, Monday-Friday
    • Centrally located in downtown Hartford, close to major highways

    About This Role:

    • Recommends, implements, and evaluates division policies, goals, and objectives
    • Designs and develops division programs and activities
    • Implements new procedures and makes procedural revisions
    • Directs management and coordination of unit staff
    • Participates in preparing division budget
    • Leads the recruitment and hiring of staff, including outreach, interview, and selection
    • Performs related duties as required

      • Purpose of the Job Class (Nature of Work)

      In the Office of the State Treasurer, Cash Management Division, this position directs the staff and operations of a major sub-division.

      Examples of Duties

      Bank Control and Receipt Unit:

      • Directs staff in the operation of recording receipts, disbursements, account adjustments of State Funds
      • Recommends new legislation and monitors pending legislation

        • Cash Control and Forecasting Unit:

        • Directs staff in maintaining sufficient cash balance in the State bank of deposit
        • Monitors daily cash receipts and disbursements and directs reserves for immediate investment
        • Prepares and monitors detailed cash projections for maximum return on State common cash

          • Cash Reporting, Accounting and Reconciliation Unit:

          • Directs staff in reconciliation on bank accounts
          • Develops, evaluates, and implements reconciliation policies and procedures
          • Prepares monthly and annual financial reports
          • Assists other state agencies on Federal Reserve Regulations

            • Knowledge, Skill, and Ability

            • Considerable knowledge of management and accounting principles
            • Cash management practices and procedures
            • Interpersonal skills and communication skills
            • Ability to interpret complex statutes, accounting procedures, and analyze financial statements

              • Minimum Qualifications - General Experience

              Ten years of experience in accounting, auditing, or public finance.

              Minimum Qualifications - Special Experience

              Two years of the General experience must have been in cash management at a professional level in a supervisory capacity.

              Minimum Qualifications - Substitutions Allowed

              • College training may be substituted for the General Experience
              • A Master's degree in business administration may be substituted for one additional year of experience

                • Preferred Qualifications

                • Experience with Treasury and/or Cash Management
                • Experience with Treasury Request for Proposal process
                • Knowledge of management principals and techniques
                • Ability to utilize computer software programs
                • Experience with PeopleSoft/Oracle general ledger
                • Experience with State, municipal, and federal accounting processes
                • Interpersonal skills
