    Description
    This is a highly responsible engineering position.

    An employee in this class is responsible for the performance of difficult and complex engineering design, operation and construction tasks associated with the planning and design of a variety of projects and studies needed to support electric power facilities.

    Duties will involve directing engineering and task forces engaged in major facility projects and assuming the role of Project Manager or Senior Engineer.

    Independent judgment and action in planning details of work and in making technical decisions is required.

    Work is under the general direction of a supervisor and is evaluated upon completion.
    Operations and Planning Compliance Engineer

    – This position guides stakeholders and Subject Mater Experts in meeting compliance with the North American Electric Reliability Council's suite of Operations and Planning standards.

    The position also perform internal audits on these same standards.

    This position is for an Engineer IV; however, it may be filled at the lower level of an Engineer I, II, or III.


    Prepares scope of work for a given project including project management and quality control work to be done by other parties associated with the project.

    Prepares specifications, engineering plans, diagrams, schematics, required equipment/materials and cost estimates for required aspects of projects and studies.
    Provides project management and quality control oversight associated with projects and studies.
    May lead personnel from other divisions and City departments on cross-departmental projects and studies.
    Leads other engineers and technicians on multi-disciplinary projects and studies.
    Oversees contract maintenance and repair projects.
    Investigates and analyzes operation and maintenance problems to determine solutions.
    Prepares feasibility studies and makes recommendations to improve the performance of systems and equipment.
    Estimates the cost of construction, including materials, labor and project management.
    Reviews and ensures compliance with project schedules and budgets.
    Acts as a representative/liaison with regulatory agencies, other utility and industry organizations.
    Oversees the design and/or implementation of significant modifications or improvements to electric power facilities.
    Provides construction management and contract interface with construction crews, as needed, for major construction projects.
    Develops and produces presentations on projects for department management.
    Maintains filing and records system from project initiation to project close out.
    Prepares complex forecasts, studies, technical reports and related tasks.
    Prepares cost estimates for equipment, materials, labor and preliminary design work in support of the budgeting process.
    Provides direction for lower-level engineering, technical and trades personnel.
    Directs others in the operation and testing of equipment and controls, survey work and non-destructive testing programs.
    Assists various departments within the organization on energy production.
    Studies and/or implements significant modifications or improvements to the electric power system.

    Operates various computer aided engineering design and analysis programs or tools and produces work orders or studies to support projects.

    May be required to attend meetings at locations other than primary work location.
    May be required to work alternate hours as necessary for the efficient operation of the department.
    Schedules employee work assignments, develops employee performance appraisals and manages administrative issues for a small work group.
    Supervises various engineers, technicians and trades personnel in the various phases of project management.
    Directs contractor personnel and coordinates closely with other City personnel on construction projects.
    Trains or coordinates cross training for Engineers I through III.
    Seeks or may be directed to cross train to meet evolving business needs.
    Function as team leader, assigning, instructing and checking the work of others.

    Act as a NERC Compliance Standard Coordinator and/or Subject Matter Expert (SME) in an appropriate area of expertise to support Lakeland Electric's compliance with the National Electric Reliability Corporation (NERC) Reliability Standards Requirements and Florida Municipal Power Pool (FMPP) Requirements.

    Position is Mission Critical.

    Qualifications for Engineer I:

    Graduation from a regionally accredited four (4) year college or university with a Bachelor of Science degree in engineering.

    Qualifications for Engineer II:

    Bachelor of Science in Engineering from a regionally accredited college or university.
    Three (3) years of experience in electric utility engineering work.
    Engineering in Training Certification (E.I.T) preferred

    Qualifications for Engineer III:

    Master of Science degree from an accredited college or university with a degree in Engineering.
    Three (3) years of experience in electric utility engineering work.
    OR
    Bachelor of Science degree from an accredited college or university with a degree in Engineering.
    Five (5) years of experience in electric utility engineering work.

    Qualifications for Engineer IV:

    Master of Science degree from an accredited college or university with a degree in Engineering.
    Four (4) years of experience in electric utility engineering work.
    OR
    Bachelor of Science degree from an accredited college or university with a degree in Engineering.
    Six (6) years of experience in electric utility engineering work.

    An equivalent combination of education, training and experience which provide the knowledge, skills and abilities and other competencies necessary for success in the target position may be considered.


    SPECIAL REQUIREMENTS
    :

    Professional Engineering (PE) License from the Florida State Board of Professional Engineers preferred.
    Must possess and maintain a valid State of Florida driver's license.
    Must maintain a valid telephone number.
    May be required to pass and maintain quality for:

    Respiratory Protection Physical
    Pulmonary Function
    Qualitative and Quantitative Fit Test(s)

    Extensive knowledge of fundamental and applied engineering sciences, principles and practices.

    Extensive skill in the use of engineering and mathematical references and tables, charts and computer equipment required in professional engineering work.

    Extensive knowledge of design and test codes, sources of technical information and safety requirements related to electric power facilities.
    Considerable knowledge of permitting requirements for City, County, and State agencies.
    Extensive knowledge of project expenditures and budgetary cost controls.

    Highly capable of establishing and maintaining effective working relationships with supervisor, co-workers, consultants, other utilities, other City employees and the public.

    Extensive knowledge in the process of establishing contracts for the procurement of goods and services.

    Ability to instruct others in the use of various portable test equipment, meters, and survey instruments and to perform engineering and surveying calculations.

    Ability to read, understand and interpret plans, specifications, technical reports and engineering drawings.
    Ability to instruct others in the performance of routine technical computations, making estimates, compiling statistical information and performing analysis.
    Highly capable of understanding, following and/or transmitting complex oral and written instructions.
    Highly capable self-starter, self-motivated, detail oriented, team player and able to carry out assignments independently with only general oversight.
    Highly capable of managing multiple projects simultaneously and in a proficient manner, while maintaining schedule flexibility as needed.
    Ability to plan and direct the work of subordinate engineers and technicians.
    Ability to direct project development and installation of equipment.
    Extensive skill in evaluating the cost benefit of modifications and designs.
    Ability to read, understand, interpret and implement process and procedures to comply with NERC Reliability Standards.
    WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:


    The job may require some physical work that involves walking, standing, exerting up to thirty (30) pounds of force on a recurring basis, routine keyboard operations and operation of City vehicle.

    Some job duties may be performed in an office environment while other duties may require field work at various outdoor job sites.

    The job risks occasional exposure to electrical, mechanical or chemical hazardous conditions, extreme noise levels, dusts, pollen, bright/dim lights, extreme hot/cold, wet/humid conditions, fumes, noxious odors and heights.

    The job requires normal visual acuity, field of vision, hearing, speaking, color perception, depth perception, texture perception and sense of smell.
