    Job Summary


    The Director is the lead for alignment and compliance of College personnel policies with those of the Tennessee Board of Regents and State and Federal laws and guidelines including Title IX and IV.

    The Director of Human Resources is responsible for ensuring all personnel and benefits administration is provided in a timely and accurate manner and in compliance with all applicable institutional, TBR, State, and Federal regulations, policies, and guidelines.

    Job Duties

    30% -

    • Lead, develop, manage, and supervise the overall operations of Human Resources function and staff;
    • Develop long and short-term operational objectives that support the mission of the College
    • Prepare and administer the annual HR departmental budgets in concert with the annual departmental review of effectiveness - (Essential)
    20% -

    • Review, develop, interpret, and recommend personnel policies and operating procedures that promote college effectiveness and supports employees
    • Direct the completion of annual performance reviews, conduct organizational and staffing analysis and advise the Cabinet regarding long-range human resource utilization strategies
    • Oversee an employee relations training and education program that supports a college wide culture of care and respect as well increase the effectiveness of employees in fulfilling their responsibilities - (Essential)
    20% -

    • Works with employees and supervisors to advise and address any employee/supervisor issues
    • Maintains the institution performance management process and ensure employees have completed evaluations
    • Conducts employee exit interviews
    • Execute any complaints, grievances or related employee investigations
    • Works cooperatively and effectively with other departments
    • Provides necessary employee/supervisor training at institution as needed - (Essential)
    10% -

    • Maintains job descriptions, including position classification data
    • Makes determination regarding job classification, reclassification, and FLSA changes; completes processing
    • Manages institution compensation plan
    • Updates EEO position code for new or reclassified employees - (Essential)
    10% -

    • Works with Institutional Compliance Officer to gather/update information required for reporting.
    • Reviews, makes recommendations, and provides interpretation regarding JSCC policies and provides guidance on TBR and federal and state laws and policies - (Essential)
    5% -

    • Prepares institutional, Federal, State, and TBR required reporting, as well as ad hoc reports
    • Serve as the custodian of records for the institution, creating and maintaining personnel files - (Essential)
    5% -

    • Performs additional duties as assigned
    • Serves on college committees as assigned - (Marginal)
    Minimum Qualifications


    • Bachelor's degree from a regionally accredited institution, preferably in Business Administration or related field
    • Five (5) years progressively responsible leadership positions in the field of human resources
    • Experience working in compensation and/or classification and/or benefits.
    Preferred Qualifications


    • Masters degree from a regionally accredited institution, preferably in Business Administration or related field
    • Experience working in compensation in a college, university, or state government setting
    • Experience at a TBR institution
    • Experience with Banner or similar ERP system
    Knowledge, Skills, and Abilities


    • Knowledge of human resources terminology and practices
    • Demonstrated knowledge of applicable federal and state laws and guidelines
    • Ability to effectively analyze data and inquiries, think critically, and make appropriate decisions
    • Effective organizational and time management skills
    • Ability to work as part of a team or work alone without close supervision
    • Strong interpersonal skills
