    This job title has an assigned pay grade of TS-319.

    The vacancy has the following supplemental qualification:

    Applicant must has a minimum of seven (7) years of experience in the management of energy related initiatives including, but not limited to, energy performance contracting, third party public-private-partnerships and energy code review and enforcement.

    MINIMUM QUALIFICATIONS:


    Possession of a current Louisiana license to practice professional architecture or engineering plus seven years of professional level experience in architecture or engineering.


    FUNCTION OF WORK :
    To serve as a leader and departmental authority in either a broad area of architecture, engineering, or project management.

    As a staff specialist, serves as a high level, technical expert for the entire agency in a specific field of architecture or engineering, responsible for developing, managing, and/or evaluating highly technical and specialized components of important architectural/engineering programs or projects.

    This job is designated a Dual Career Ladder Job as defined in C.S. Rule , requiring performance of higher level, more complex duties and possession of advanced, specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

    LEVEL OF WORK :
    Expert.

    SUPERVISION RECEIVED :
    Broad review from FPC Assistant Director or FPC Director. Other reporting relationships may be approved by SCS.

    SUPERVISION EXERCISED :
    May exercise functional/project supervision over other project managers, architects, engineers, agency representatives, etc.

    JOB DISTINCTIONS :


    Differs from FPC Project Manager by the presence of responsibility for serving as agency expert/consultant/researcher in a specific area of expertise and by the extent of knowledge gained through progressive experience in the specific field.

    For those broad areas of specialization in which the required expertise is routinely needed for an extremely large volume of critical, time-sensitive projects and/or contracts, the agency may desire more than one expert at this level.

    Differs from FPC Assistant Director by the absence of responsibility for serving as the deputy and primary assistant to the Director.

    The Facility Planning and Control Senior Manager DCL – Energy Initiatives position performs as a senior advisor and expert to agency staff and the public in the management of statewide energy initiatives including energy performance contracting, third party public-private-partnerships and energy code review and enforcement.

    The incumbent will possess broad knowledge of energy related initiatives with the overall goal of implementing cost-saving measures.

    This position requires an incumbent with a high level of organization, negotiation and diplomatic skills as the incumbent will provide on-going consultation and technical assistance to professional and support staff on programmatic issues.

    Incumbent must work with a high degree of independence and with minimal supervision and will establish program goals and develop organizational plans with limited input from higher level management.


    Energy Performance Contracting:
    o In accordance with La. R.S.

    39:1622, the incumbent shall provide management of the Energy Performance Contracting Program for all state agencies.

    o Participate in the Energy Saving Company (ESCO) selection by acting as Committee Chairman for the Procurement Support Team and coordinate all aspects of the process of Energy Performance Contracting.

    o Coordinate with state agencies the development of a needs analysis and Request for Proposals.

    This is followed by review of submitted proposals and participation in the Procurement Support Team in order to provide a recommendation to the Commissioner of Administration.

    o Responsible for procurement of a third party consultant via a separate Request for Proposals followed by contracting to ensure savings are met as described in the Energy Performance Contract.

    o Provide recommendations for changes to legislation that will enhance the overall process of Energy Performance Contracting.

    o Provide administration and oversight of Third Party Public-Private-Partnerships (PPP) as they relate to energy efficiency and/or overall facility improvements.

    Negotiate with third parties to ensure that the best value is being provided by the partnerships.

    o Coordinate review of all documents with the Office of General Counsel, the Legislative Auditor, the Attorney General's Office and the Office of State Procurement.

    o Participate in legislative committee meetings by providing testimony as required.

    49, the incumbent shall develop rules and regulations which:

    (1) Optimize the energy performance of state-funded buildings throughout the state.
    (2) Increase the demand for building and construction materials, finishes, furnishings, and other products made in or incorporating materials produced in Louisiana.
    (3) Improve environmental quality in this state by decreasing the discharge of pollutants from state-funded buildings and their manufacture.
    (4) Conserve energy and utilize local and renewable energy sources.
    (5) Protect and restore this state's natural resources by avoiding development of inappropriate state-funded building sites.
    (6) Reduce the burden on public water supply and treatment by reducing potable water consumption.
    (7) Establish life cycle assessment as the appropriate and most efficient analysis to determine a state-funded building project's environmental performance level.
    (8) Encourage obtaining ENERGY STAR designation from the United States Environmental Protection Agency to further demonstrate a building project's energy independence.

    o In order to achieve sustainable building standards, construction projects may utilize a nationally recognized high performance environmental building rating system, provided, however, that any such rating system that uses a material or product-based credit system which is disadvantageous to materials or products manufactured or produced in Louisiana shall not be utilized.

    Incumbent shall designate rating systems which meet these criteria or may establish a rating system.

    o Provide administration and oversight of third-party commissioning agents contracted to certify that the major facility project's systems for heating, ventilation, air conditioning, energy conservation, and water conservation are installed and working properly to ensure that each major facility project performs according to the major facility project's overall environmental design intent and operational objectives.

    o For state-owned facilities and/or new state buildings constructed in Louisiana, incumbent shall provide statewide enforcement of the State Building Energy Conservation Code in accordance with La.

    o Provide guidance to FPC Project Managers in their review of energy code compliance for building projects in accordance with pertinent statutes.


    Project Management:

    DESIGN CONTRACT MANAGEMENT

    As the owner's representative, the incumbent reviews and evaluates the performance of private sector design professionals that provide architectural, engineering, survey, programming and other consulting services for building construction.


    The incumbent:

    • Directs the design of the projects under his/her direction from the pre-design conference through the production of construction documents, approves the work of

    the designer and authorizes him to proceed with each phase, and enforces compliance with the legislatively approved program and budget, appropriate life cycle costs, quality standards, technical requirements, construction industry standards, user agency requirements, DOA policies, building code and regulatory requirements and the consultant's professional contract.


    • Negotiates and approves changes in the designer's contract including changes to the scope of work, construction cost, fees, scheduling, etc. and prepares the required contract amendments.
    • Verifies the user agency's program and coordinates their input throughout the design process, and ensures that their input is within the legislatively established program and budget. The user agency is a governmental or other organization for whom the project is being constructed.
    • Ensures that the Designer receives any owner supplied information; such as, topographic surveys, geotechnical investigations, program clarifications, user agency input, etc.
    • Authorizes the public bidding of the projects under his/her direction and directs the designer in the bidding process, approves changes to the work during bidding and attends bid openings; accepts or rejects the recommendations regarding contract award from the designer and user agency and recommends contract award.
    • Directs the designer in construction contract administration and construction close out phases of the projects under his/her direction.
    • Ensures that all actions of the designer, user agency and Facility Planning and Control are carried out in a timely manner.
    • Authorizes, adjusts or denies payments to the designers based on his/her evaluation of the designer's work.
    • Evaluates and reports the performance of designers under his/her direction and carries out disciplinary action, including termination if warranted, in consultation with other team members.
    • Sets standards of performance for professional design services.
    • Schedules and coordinates input from appropriate Facility Planning & Control team members.
    • Coordinates management methods with other managers and ensures consistency between all staff members in interactions with entities outside the division.

    CONSTRUCTION CONTRACT ADMINISTRATION

    As the owner's representative, the incumbent reviews and evaluates the performance of private sector contractors that provide construction services to the state.


    The incumbent:

    • Directs the designers in the administration of the construction contract for the projects under his/her direction from the initiation of construction through construction close/out and the one year warranty inspection and ensures that the designer enforces compliance with the construction documents, quality standards, construction industry standards, DOA policies, regulatory requirements and the terms of the construction contract.
    • Verifies designer's and contractor's response(s) to unknown conditions that arise during construction and approves action.
    • Verifies and approves the need for changes in the construction contract including changes to the scope of work, construction cost, fees, scheduling, etc.; negotiates and approves such changes and ensures that the required contract change orders are prepared and ensures that any change orders are within the legislatively approved program and budget, appropriate life cycle costs, quality standards, technical requirements, construction industry standard, user agency
    requirements, DOA policies, building code and regulatory requirements, and the terms of the construction contract.


    • Verifies and approves payments to the contractors on projects under his/her direction.
    • Evaluates and reports the performance of contractors under his/her direction and carries out disciplinary action, including bonding company involvement, if warranted, in consultation with other team members.
    • Ensures performance by designers and contractors through timely visits to construction sites.
    • Sets standards of performance for construction contract services.
    • Schedules and coordinates input from appropriate Facility Planning and Control team members.
    • Inputs and maintains project tracking information, statewide facility and building database information, and capital outlay request information using various types
    of software; must be proficient in the use of databases, spreadsheets, word processing and reporting tools in a computer environment; familiarity with CADD
    (Computer Aided Drafting & Design) is beneficial.


    • Furnishes design and construction information in response to requests from user agencies.
    • Participates in training, conferences and other continuing education programs to keep current with technology, to maintain skills, and to meet current licensing requirements.
